  • INTRODUCTION
  • The Missile Defense and Intelligence Communities
    Interchange (MDICI) is an SCI-level forum for
    specialists to exchange technical data, program
    information and experiences of mutual interest.
    Initiated three years ago by Michael Waschull
    (MDA) and Art Zuehlke (DIA), MDICI sponsorship
    now includes ODNI. The third annual meeting
    will be held at the Naval Post Graduate School in
    Monterey, California, 31 July - 1 August 2007.
    This year MDICI is pleased to welcome invited
    participants from Australia, Great Britain and
    Canada.
  • MDICI will focus on three areas the first is
    Relationships. The enormity of the challenges of
    both the ICs Ballistic Missile Technical
    Collection (BMTC) system working against an
    escalating number of threats and the MDAs need
    to mature existing Ballistic Missile Defense
    System (BMDS) deployments while reacting to
    rapidly emerging threats, are staggering. These
    needs are accelerating the synergism between the
    two Communities. Areas once thought only to be
    either Intel or Missile Defense are now
    considered dual use. IC and DoD Seniors will
    describe recent successes and events that are
    moving the two Communities closer.
  • The second major focus area is the emergence of
    new Threat Systems and Countermeasures. Some of
    the new systems could limit our technical and
    warning capabilities. Some of the new
    countermeasures attempt to directly negate the
    efficacy of the BMDS. Experts from around the IC
    will share their insights.
  • The last theme area is Cooperative Programs.
    Here MDICI will highlight emerging capabilities
    that, while developed for either the IC or DoD,
    are finding utility/value to both Communities.
    Of particular interest will be the discussions of
    our non-US colleagues.
  • Aside from the details of the individual talks,
    the real agenda of MDICI is to engender true
    cross-Community communication. It is hoped that
    the technical forum, together with informal
    contacts at breaks, meals and the Social will
    stimulate improved understandings, new ideas and
    a genuine enthusiasm to work together.

TIME AND PLACE The Missile Defense And
Intelligence Communities Interchange (MDICI) will
take place at the Naval Post Graduate School
(NPS), Monterey, CA on 31 July -1 August 2007. A
detailed map of the NPS, showing the location of
the meeting hall and other facilities, is
attached. ATTENTION TO COLORS As guests of the
Naval Postgraduate School, conference attendees
should observe Attention to Colors. The
National Anthem will play each day at 0800.
Civilian and military personnel who are outside
the buildings on base are requested to stop
walking and remain silent and face in the general
direction of Herrmann Hall where the US flag is
flown. Military personnel are requested to
salute. Civilians should place their right hand
over their heart. Moving vehicles are requested
to stop. Your observation of Attention to
Colors pays respect to both your country and
customs of the DoD facility providing support for
our symposium. A similar event takes place at the
end of the day. TRANSPORTATION Visitor parking
is not available at the NPS. The Hyatt Regency
Hotel is located within walking distance of the
Sloat Ave/9th St. Gate. A shuttle bus will be
available to transport attendees between the
hotel and the NPS, Glasgow Hall. The bus will
run from one hour prior to the meeting start time
to 10 minutes after meeting start time. Bus
boarding will be on a first come, first served
basis. BASE ENTRY PROCEDURE All MDICI
attendees must have registered for the forum and
submitted their visit certification by 20 July to
ensure inclusion on base access roster. The
roster will be checked by NPS security police at
the main gate entrance and those not listed will
not be permitted entry.

    A copy will be made available on the MDA, Missile
    Threat and MASINT portals. If you do not have
    access to one of these portals, send classified
    e-mail address to ssw_at_photon.com.
  • NOTE TAKING
  • Classified note taking is not permitted.
    Briefcases, backpacks, electronic devices, etc.,
    must be kept outside. A list of presenters and
    their phone numbers will be provided upon request
    for anyone wishing to obtain additional
    information on a particular briefing.
  • EVENING EVENT
  • This years event will be held at the Monterey Bay
    Aquarium on the evening of 31 July from 1900
    2230, featuring a strolling dinner. The event is
    included in the conference registration fee.
    Guest tickets can be purchased in advance during
    on-line registration.
  • ATTIRE
  • Attire for MDICI forum is business dress. Attire
    for the evening social event is business casual
    (jacket, no tie).
  • SECURITY
  • Conference is open to AUS, CAN, GBR, USA.
    Classification level is TS/SI/TK or Country
    equivalent. All visit requests must be received
    and approved by 20 July. Please note below
    separate instructions for U.S. and non-U.S.
    processes.

    verify clearances. SSOs should confirm that
    attendee clearance information is in the system
    and current.

  • TUESDAY EVENING REGISTRATION
  • Pre-registration/badging will take place at the
    Hyatt Regency Monterey on Monday evening, 30
    July, from 1700 to 1830 in the Pebble Beach Room.
    Registration will also take place on Tuesday
    morning at the NPS outside Glasgow Hall-102,
    beginning at 0700. Attendees are encouraged to
    pre-register on the evening of the 30th to avoid
    long lines on Tuesday morning.
  • REGISTRATION PROCESS
  • Attendance is limited to the first 250
    registrants, due to the capacity of the
    auditorium. Registration is a two step process
  • Register on-line at www.masint.org by 18 July.
  • U.S. Citizens ensure TS/SI/TK clearances are
    current in the Scattered Castles system or send
    visit certification as indicated on page 3.
  • Non U.S. follow instructions for passing FVR
    through the FVS on page 3.
  • A registration fee of 250 includes daily
    continental breakfast, coffee breaks, lunches,
    busing and social event. We apologize, but fees
    cannot be prorated.
  • CANCELLATION POLICY
  • Cancellation by 18 July 2007 Full refund less
    75 processing fee.
  • GOVERNMENT HOUSING
  • NPS has limited government and contracted
    housing. Please contact the BOQ Office 831-
    656-2060 or DSN 878-2060 for rooms or
    non-availability procedures. The BOQ office is
    located in Herrmann Hall.

  • The host hotel is the Hyatt Regency Monterey.
    Located on 22 coastal acres adjacent to Del Monte
    Golf Course and close to Monterey Bay,
    Carmel-by-the-Sea, downtown Monterey, and golf at
    Pebble Beach. The Hyatt is within walking
    distance to the NPS. Parking at the Hyatt is
    reserved for hotel guests. Vicinity parking is
    extremely limited and is typically limited to one
    hour.

  • To obtain these rates, make reservations by 10
    July 2007 and state you are with the MDICI
    group. Please note the number of rooms blocked
    at the special rate is limited and reserved only
    as available.
  • Plus state, local, and any occupancy taxes in
    effect at the time of stay. A resort fee of 10
    per room, per day will also be charged (includes,
    free local calls, 800 access, daily newspaper,
    bottled water, self-parking and use of the
    fitness room).
  • The Government per diem rate applies for guests
    who show their government-issued travel orders.
  • 25 CLA is the GSA Conference Lodging Allowance.
    Please refer to FTR 301-74.7 for GSA
    documentation supporting recommending the use
    of this allowance for conferences held in low per
    diem cities like Monterey, California.After 10
    July, rooms will be reserved as available. The
    group rate will be offered three days prior and
    three days after the meeting dates, subject to
    availability. Check-in time is 1500 and
    check-out time is 1200. Attendees are responsible
    for their own reservations. To avoid charges,
    cancellations must be made 72 hours prior to the
    day of arrival.
