ACE/ITDS Data Harmonization
  • Data Harmonization is the iterative process of
  • capturing,
  • defining,
  • analyzing, and
  • reconciling the information into a standardized
    format required by PGAs that will use ACE/ITDS
  • This superset of all required/desired data and
    their associated definitions is called the
    ACE/ITDS Standard Data Set (SDS)

Agency Data Elements
  • The Data Harmonization Integrated Process Team
    (DH IPT) task is the shaded area i.e. using all
    PGA Data Element Questionnaires to create the
    next version of SDS.

  • Data elements intended for data handling or
    documentation purposes, such as those required to
    service the interchange of user data, document
    and message names, references and reference
    numbers, ordinal numbers such as item and page
    numbers, number of copies of documents.
  • Group 2 Dates, times, periods of time
    (2000-2799)
  • All expressions of time, such as calendar dates,
    periods of time (month, week, day), time limits,
    commencement and expiry dates.
  • Group 3 Parties, addresses, places, countries
    (3000-3799)
  • Names and addresses of legal and physical
    persons, designations of officials,
    organizational units, places, countries, routes.
  • Group 4 Clauses, conditions, terms, instructions

  • Dimensions, weights, volumes, distances,
    temperature, currency, other quantities, with the
    exception of monetary quantities in Group 5,
    measure unit specifies.

  • Descriptions, classifications and identifications
    of goods and articles, consignment identifiers,
    number and kind of packages, dangerous goods
    details.

Assumptions for Data Harmonization
  • Only data elements from PGAs who have completed
    one-on-one meetings by 2/18 can be considered for
    this round of Data Harmonization
  • Maintenance version of SDS will be used as the
    baseline
  • Scope of new version of SDS will include
  • All Release 5 data elements
  • Multi-Modal Manifest (MMM) data elements
  • Data elements used for both import and export
  • Export only data elements, if time permits
  • All SDS candidates not included in new version of
    SDS remain as candidates for next Data
    Harmonization beginning May 2005

  • Verify that the Agencys Data Element
    Questionnaire is properly mapped to the
    maintenance SDS model
  • Validate the pre-grouped clusters of similar PGA
    data elements

    Business Process Areas

  • Agency Liaison eCP person assigned to a
    specific Agency. Your main point of contact for
    interaction with the ACE/ITDS program
  • Business Process A grouping of meaningful
    activities, which when executed from beginning to
    end, provide business value to the organization
    or Agency
  • Data Harmonization the process of generating a
    Standard Data Set (SDS) that contains the
    superset of all required/desired data elements
    per Agency that are then mapped to the ACE/ITDS
    data models
  • Entry Summary the final statement of duties,
    taxes and fees owed, currently submitted on CF
    7501 form
  • International Trade Data System (ITDS) former
    pilot system whose goal is/was to consolidate
    International Trade functionality, providing a
    single filing window for the trade to submit
    information. Functionality is now being folded
    into the ACE/ITDS system
  • Metadata - data about data. Examples of metadata
    are definition, type (numeric, date etc.),
    length, access to data (roles)
  • Metadata Repository - A place to store metadata
    to facilitate the analysis of information assets.
    The basis for designing and creating an
    effective Data Warehouse as well as the means to
    access the contents of a Data Warehouse.
  • Standard Data Set (SDS) the superset of all
    required/desired data elements for an Agency
  • Subject Matter Expert (SME) a representative of
    an Agency containing the requisite knowledge,
    clearance and authority to advocate an Agencys
    needs and requirements on the ACE/ITDS program
