  • Open dialogue encourages suppliers to provide the
    most creative and innovative solution
  • Total-Ownership-Cost evaluation allowed the
    program to benefit from an NDI product
  • Allows ICGS the flexibility to re-think prior
    decisions based on the most current information
    without locking them into a sub-optimal solution
    based on prior awards
