  • Purpose. To set forth the procedures and
    standards in regard to the implementation of an
    alcohol abuse policy within this unit.
  • Background. ALCOHOL ABUSE HURTS OUR MARINE CORPS
    FAMILY, UNDERMINES OUR COREVALUES, CAUSES
    USELESS LOSS OF LIFE AND ULTIMATELY DEGRADES OUR
    COMBAT READINESS. THIS TYPE OF BEHAVIOR IS
    UNACCEPTABLE, AND WE CANNOT LET THIS CONTINUE!I
    AM SERIOUS ABOUT ERADICATING THE TROUBLES CAUSED
    BYALCOHOL ABUSE FROM THIS UNIT. WHILE WE ARE
    MAKING PROGRESS IT WILL TAKE THETOTALITY OF OUR
    LEADERSHIP AND THE COMMITMENT OF EACH AND
    EVERYMARINE TO MAKE THIS A REALITY. Policy.
    Alcohol Abuse within this unit will not be
    tolerated. All incidents will be dealt with
    swiftly and severely through judicial and or
    administrative processes.
  • I EXPECT EVERY MARINE TO TAKE PERSONAL
    RESPONSIBILITY FOR THEIR CONDUCT
  • AND I DEMAND OUR LEADERS TO BE VIGILANT AND HOLD
    OUR MARINES AND SAILORS ACCOUNTABLE. LEADERS MUST
    BE ATTENTIVE TO THE SIGNS OF ALCOHOLABUSE --
    DRIVING UNDER THE INFLUENCE, SMELL OF ALCOHOL,
    DEFIANT OFAUTHORITY, POOR ATTITUDE, LEGAL
    PROBLEMS, SOCIAL PROBLEMS, AND OTHERMISCONDUCT.
    ADDITIONALLY, I EXPECT EVERY MARINE, AT EVERY
    LEVEL, TOBECOME INVOLVED AND TO TAKE IMMEDIATE
    ACTION WHEN THEY SEE A FELLOWMARINE WHO HAS HAD
    TOO MUCH TOO DRINK OR APPEARS TO HAVE A
    DRINKINGPROBLEM. MARINES TAKE CARE OF EACH
    OTHER, EVEN WHEN IT'S THE TOUGHOR UNPOPULAR
    THING TO DO.a. No Marine or Sailor under the
    age of 21 will consume any alcoholic beverage.
  • b. No Marine or Sailor will provide or encourage
    the consumption of alcohol to underage Marines or
    Sailors.
  • c. No Marine or Sailor will operate any motorized
    or non-motorized vehicle after consuming alcohol.
  • d. All Marines and Sailors that choose to consume
    alcohol and are of legal age to do so must do so
    in a responsible manner. Those who fail to do
    so will be held accountable.
  • e. All alcohol related incidents will be
    investigated and reported to the Commanding
    Officer.

Elements of a Alcohol Abuse Policy
  • No Marine or Sailor under the age of 21 will
    consume any alcoholic beverage.
  • No Marine or Sailor will provide or encourage
    the consumption of alcohol to underage Marines or
    Sailors.
  • No Marine or Sailor will operate any motorized or
    non-motorized vehicle after consuming alcohol.
  • All Marines and Sailors that choose to consume

Prevention
  • Appoint Responsible Personnel as Substance Abuse
    Control Officers (SACO), Coordinators and
    Observers
  • Set up a testing program that is affective and
    does not hinder the units mission
  • It is possible to set up a program to test a few
    times a week and not disrupt the operations of a
    unit

Accountability
  • Ensure all Marines are tested when they have been
    identified
  • Any absences are reported to the Commander
  • Absences have been authorized by the Company
    Commander or his/her designee
  • CO determine a collection time for Marines with
    unexcused absences IAW MCO P1700.24B

Keys to Success
  • Frequent unannounced random drug tests
  • Stagger the dates throughout the month
  • Vary the testing window
  • Test in small numbers more often than large
    numbers
  • Avoid testing soon after receiving materials
  • Test on Mondays and weekends

  • Conduct random testing at least 10 of commands
    population monthly IAW MCO P1700.24B
  • Conduct unit sweeps at least annually IAW MCO
    P1700.24B
  • Test shift workers
  • Test SACOs, UPCs and Observers at least once per
    month (OO premise) in addition to any other test
    IAW MCO P1700.24B
