Title: L'E'E'D' Education
1Greening Police Facilities
2Kingston Police Headquarters Project
L.E.E.D. GOLD CERTIFIED Leadership in Energy
Environmental Design
3- The new Kingston Police Headquarters building
constitutes a dramatic departure from the status
quo in the design of police facilities.
4- While many facilities focus only on security,
ours also is an expression in brick and mortar of
ways in which we can reduce environmental impacts
and wisely use such resources as land, water,
energy, and raw materials.
5- The green building features incorporated into our
facility demonstrate that building technologies
and construction processes can be part of the
solution to many of the environmental challenges
facing society.

7City of Kingston Strategic Plan
- THE ENVIRONMENT
-
- We will create a sustainable community by
conducting ourselves, individually and
collectively, in a manner such that the net
effect of our actions is a positive one. This
will be measured by the ability of present and
future generations to use and enjoy the world. We
respect and protect our man-made and natural
environments and we manage them through a
collective commitment. Our pledge is to achieve
improvements in the quality of air, water, and
land through the protection, prevention, and
remediation of the environment. We recognize the
importance of our ecology and we know that
positive change will come about through increased
community awareness of the environmental
challenges that we face.
8City of Kingston L.E.E.D. Policy
- 4 May 2004
- "Council requires that all large municipal
building and retrofit projects undertake an
assessment of the Leadership in Energy
Environmental Design (L.E.E.D.) as a design goal
for Councils consideration before finalization
of the project design."
9What is L.E.E.D. Green Building Rating System ?
- The Canada Green Building Council (CaGBC) exists
to accelerate the design and construction of
Green Buildings across Canada. CaGBC has chosen
L.E.E.D. as the accreditation of choice for green
building in Canada. http//www.cagbc.ca/
10What is L.E.E.D. Green Building Rating System ?
- The purpose is to promote a mainstream change in
the industry toward sustainable facilities. One
of the first steps the Council took was the
adoption of a green building rating system. That
system is L.E.E.D. which stands for Leadership in
Energy and Environmental Design.
11What is L.E.E.D. Green Building Rating System ?
- The rating system is based on a series of
prerequisites and credits. The design team must
verify that all of the prerequisites and a
portion of the credits have been met.
12What is L.E.E.D. Green Building Rating System ?
- Most of the credits are performance based, which
means that they measure the degree of improvement
relative to a recognized standard, rather than
requiring the use of specific design strategies
or technologies.

14 Design Charette
- July 2004
- The L.E.E.D. Police facility design was
developed through a multi-disciplinary charette
process and was approved by the design team, the
Police Services Board and City Council.
15 Design Charette
- July 2004
- With 42 L.E.E.D. credits targeted for
implementation the L.E.E.D. Police facility was
positioned to obtain a Gold designation (L.E.E.D.
Gold 39 - 51 credits).
16Energy Efficiency and Green House Gas Reduction
- These energy gains are made through the inclusion
of upgrades to the envelope and lighting and
mechanical systems.
17Energy Efficiency and Green House Gas Reduction
- In comparison to the base-line (industry
standard) the L.E.E.D. Police facility will
result in an annual reduction of approximately - 573,187 kwh electricity (39 reduction)
- 140,535 m3 natural gas (67 reduction) for an
estimated total annual reduction of approximately
444 tonnes of green house gas emissions (52
reduction CO2 equivalents).
18Natural Light Lantern
- Interior
- offices benefit
- from natural light
19Windows
- Light shades,
- Solar Ban 60 and
- Solara glazing,
- operable windows
20Water Efficiency
- It is estimated that in comparison to the
base-line (industry standards) the water use of
this building will be approximately 77 (21,773
m3 reduction) more efficient for indoor use and
100 (12,007 m3 reduction) more efficient for
outdoor use.
21Water Efficiency
- This water efficiency is achieved by the
inclusion of a rainwater cistern for toilets,
ultra-low flow faucets, ultra-low flow
showerheads and automatic controls on faucets.
The landscaping includes drought resistant
vegetation without an irrigation system.
22Rainwater Cistern

24Materials and Resources
- 93 of construction waste was diverted from the
landfill. - Preference was given to recycled content
materials. - The majority of materials used in construction
was manufactured within 800km of the site.

27Sustainable Sites
- The site provides for public transportation
access, bicycle storage, showers and change
rooms. - Recycling Program
- Preferred carpool parking is included into the
design. - The project rehabilitated a brownfield area
recognized within the Community Improvement Plan.
