Logistics FACT Charter
LOGISTICS FOCUS AREA COLLABORATIVE TEAM
Background
  • Current logistics MS have been determined to
    be deficient by Army leadership and knowledgeable
    users for modeling support of Army
    Transformation.
  • The Army Execution Plan for Simulation and
    Modeling for Acquisition, Requirements and
    Training (SMART) recognizes the deficiencies of
    logistics MS and has prioritized logistics
    functionality in its top band of requirements to
    be funded.
  • An integrated initiative must be established to
    address these fundamental shortcomings. The LOG
    FACT is an enabler of Army Transformation and
    Army SMART.

Logistics FACT
Purpose
  • To form a qualified team who will identify,
    prioritize and monitor model research goals that
    must be accomplished to support the Armys
    logistics MS needs.
  • To develop and maintain a coherent research
    program designed to acquire knowledge, modeling
    and data that will enable credible logistics
    functionality and representation in Army and
    Joint MS.
  • To recommend to the Director, AMSO, and to the
    AMSEC on funding requirements and allocation of
    available funds, to include Army Model
    Improvement Program and Simulation Technology
    (AMIP/SIMTECH) and SMART funding, to support
    execution of the research program.

Logistics FACT
Membership and Organization
  • Program Coordinator/Chair. (TRAC-LEE, Mike
    Byrd).
  • Core Members. The LOG FACT will be composed of
    knowledgeable logistics MS stakeholders. The
    team will seek qualified members from LIA,
    STRICOM, CAA, MTMCTEA, AMSAA, TRAC, ARL, NSC,
    CASCOM, RDEC, and the Force Deployment Battle
    Lab. The FACT may determine other
    representatives as necessary.
  • Subject Matter Expert (SME) Sub Groups. The
    LOG FACT Program Coordinator may create FACT sub
    groups of SMEs to lead particular action plan
    tasks associated with specific problem areas.
  • Funding. Member organizations will be
    responsible for funding individual participation.

Objectives
  • Form a product-oriented team of logistics MS
    stakeholders
  • Assess current logistics MS capabilities
  • Identify shortcomings in logistics MS
    capabilities in terms of knowledge, algorithms,
    and data
  • Define research goals to be accomplished
  • Develop, coordinate, and maintain a coherent
    program of action that integrates and leverages
    appropriate DoD component efforts
  • Support solicitation, review and ranking of
    research project proposals responding to the
    logistics MS action plan

Objectives
  • Strongly encourage research goals that deliver
    demonstrable products for use in logistics MS,
    both legacy and those in development
  • Advise Director, AMSO, and AMSEC on funding of
    logistics MS research
  • Conduct outreach efforts (DoD, Industry and
    Academia) to ensure interested parties are aware
    of and provided the opportunity to participate in
    the Logistics MS action plan
  • Keep the respective domain leaders, AMSO and
    the AMSEC informed of progress

AMP/SIMTECH Proposals (LOG FACT)
  • The LOG FACT conducted the MS assessment as a
    first step to establish a research and
    development (RD) program.
  • The LOG FACT disseminated a call for logistics
    proposals for the FY03 AMIP/SIMTECH process this
    year. Nine separate agencies submitted fifteen
    proposals in response to that call. The product
    delivery dates for the proposals all fall between
    FY03 and FY04 (near term) with some enhancements
    scheduled for FY05.
  • Based on input from LOG FACT members, the top 5
    submissions were prioritized in the order shown
    in the next slide.

  • LOG FACT Research Program

Background
  • Need a shared understanding of CSS
    functionalities represented in MS.
  • Assessment plan examined the state of CSS
    information, and identify shortfalls in CSS MS.
  • LOG FACT will use results of assessment plan to
    help formulate a research program to focus CSS
    MS research and defend funding requirements.
