  • This presentation shows a comparison of DWPs
    2017 Portfolio Under 3 Scenarios
  • 20 RPS using only state-defined eligible
    renewable resources
  • Integrated Resources Plan meeting 25 annual
    load growth with renewable energy
  • CLA Report adding only Pine Tree and new
    BioConverter project

Conclusion One
  • 1) Without adopting a 20 RPS and using only
    state eligible resources, DWPs 2017 portfolio
    will likely contain only 4-6 renewable energy.

Conclusion Two
  • 2) Attaining the current goal of meeting 50
    annual load growth (1.4) with Demand Side
    Management (DSM) and Renewable Energy will result
    in no more than 6 renewable energy by 2017.
  • Increasing Renewables by no more than that listed
    in the CLA Guidelines (existing resources plus
    Pine Tree Wind Farm and BioConverter Project),
    will result in only 4 by 2017.

  • 3) Allowing large hydroelectric power and Demand
    Side Management to count as a renewable energy
    resource, true renewable energy will increase to
    only 6 to achieve a false 20 RPS standard by
    2017.

  • 4) Failing to adopt a true 20 RPS by 2017, could
    increase DWPs use of coal by 127 and in-basin
    natural gas by 153 to meet projected energy
    needs. Additional increases in use of these
    fossil fuels is possible depending on how much
    the power plants are used each year.

Guidelines
  • 1. Adopt RPS of at least 20 of total
    kilowatthours sold to retail end-use customers by
    2017
  • 2. Include annual 1 minimum additional renewable
    energy goal to ensure success
  • 3. Use only state defined eligible renewable
    energy resources DO NOT count large-scale hydro,
    fossil fuel power plant upgrades, DSM, etc. in
    baseline or RPS goal
  • 4. RPS should be in addition to increased
    investments in energy efficiency and ultra-clean
    distributed generation

Guidelines continued
  • 4. New renewable energy should be paid for
    through generation funds, NOT public good
    program. DWP should continue to reserve the
    public goods fund for low-income, demand side
    management, and clean distributed generation
    programs
  • 5. Use public goods fund to cover only above
    market costs, if any, and limit to no more than
    15 of the total fund
  • 6. Require competitive bidding process
  • 7. Create a more transparent and open procurement
    and planning process
