2Adequate School
- Major criterion of adequacy is whether a child
of normal ability, upon completion of a grade, or
its equivalent, can enter the next higher grade
in a public school in the United States, or an
American institution of higher learning - The Department of State/Office of Overseas
Schools determines adequacy of a school - Adequate schools are referred to as base
schools - The base schools are typically the schools by
which the education allowance rates are
established
3Definition Adequate School
- An elementary school (kindergarten and grades 1-8
or equivalent), or - A secondary school (grades 9-12 or equivalent),
- Does not require mandatory denominational
religious instruction, and - Provides an educational curriculum and services
comparable to those normally provided without
charge in public schools in the CONUS.
4Inadequate Schools
The following is a list of locations in the
western hemisphere where all or some grade levels
have been deemed inadequate, thus establishing
an away-from-post education allowance rate

5School Away From Post Education Allowance Rate
- When a local school is deemed to be inadequate, a
higher educational allowance rate is established
to assist with the cost of attending a school
away from post. - Away From Post Education Allowance rate based on
- Average tuition, room/board, and annual fees
charged by 22 (stateside and foreign) boarding
schools, plus - Estimated costs for three round-trips between
post location and two stateside hubs, plus - Estimated costs for local per diem related
transportation expenses during authorized travel
between post location and boarding school
location (taxi, shuttle, etc.)
6Placement Status
- As per DoDEA Policy Memorandum dated July 11,
2006, the DoD managed London Central High School
Dormitory closed June 2007. - DoDEA continues to pursue regulatory authority to
allow funding of Stateside dormitory placements
at NDSP expense up to the away from post DSSR
allowance based on sponsors PCS location. - In the interim, requests for stateside placements
will be considered by the Director, DoDEA on a
case-by-case basis only in extremely extenuating
circumstances and when requested by the General
Officer in the sponsors chain of command. - If schools for grades 9-12 in your location have
been deemed inadequate by the Office of
Overseas Schools and a parent wishes to exercise
their option of away from post schooling for
their dependent(s), please have them contact me
directly.

9Allowable Expenses
- Basic tuition for required courses
- Room and Board
- Necessary elective courses offered by the school
which would be required by public schools in the
U.S. - Books and supplies required by the school but
normally provided free of charge in public
schools in the U.S. - Lab Fees (Science lab, Library, Computer lab,
etc.) - Annual Registration, Matriculation, building or
development fee - Mandatory school-directed testing
- Three round-trips per school year
- One-way from post to school at the start of the
school year - Round-trip for winter break
- Round-trip for spring break
- One-way from school to post at the end of the
school year
10Non-Allowable Expenses
- The NDSP may not provide funding for personal
expense costs to include, but not limited to the
following - Clothing/Uniforms/Athletic Equipment
- Laundry
- Materials (paper, pens, markers, crayons, etc.
normally required to be provided by parents in a
U.S. public school) - Student Accident or Health Insurance
- Special Courses (not part of the curriculum of
comparable tax-supported schools in U.S. with the
exception of host-nation cultural programs) - Private Tutoring
- School or Classroom Decorations and/or Parties
- Locker Fees
- Yearbook Fees
- Musical Instruments

- Parent, Teacher Association (PTA/PTO) Fees
- Graduation Caps/Gown, Pictures, Banquets, Class
Rings or Senior Class Fees - Elective Courses (not part of the regular

riding, sports or other specialized instruction) - Field Trips (not part of curriculum or comparable
tax-supported school program in U.S. and when
transportation/entrance fees exceed DSSR) - Parent- or Student-Directed Educational Testing
