  • The City of Petersburg is the jewel of south
    central Virginia. Its residents enjoy distinctive
    family friendly neighborhoods, a small town
    atmosphere coupled with a wide variety of urban
    amenities, and a downtown animated by an
    extensive arts and cultural community. The City
    has distinguished itself through the preservation
    and productive use of its exceptional historic
    and architectural resources, insuring a strong
    and meaningful legacy for its residents. The
    Citys diverse population reflects the high value
    it assigns to inclusiveness and tolerance. The
    City appreciates the individuality and creativity
    of each of its citizens and their contribution to
    the social and cultural fabric of our community.

  • The City is a destination of choice for
    businesses and is committed to providing an
    inclusive, welcoming environment for attracting,
    retaining, and expanding business and industry.
    Our downtown, extending from the river harbor to
    Halifax Street Triangle, serves as the heart of
    social, cultural, commercial, and municipal
    activity where people live, gather, and work.
    Multiple economic arteries insure that Petersburg
    flourishes and serves as a hub of regional
    activity. The City features a modern and
    comprehensive medical services industry providing
    the highest quality of health care.

Principles
  • We will encourage and support new technologies to
    promote economic development within the City.
  • We will utilize the expertise of urban designers
    to preserve and better utilize vacant retail and
    residential space within the downtown/town
    center.
  • We will set standards for development to insure
    that it is sustainable, high quality, and
    appropriate for our community and will hold
    investors and ourselves to these standards.
  • We will encourage a work ethic that will provide
    for the most productive work performance and will
    advocate for policies and programs that address
    this at the state and local level.
  • We will insure that there is a support network
    for existing businesses in the City.

  • Determine the realistic environmental and
    economic feasibility of re-establishing the
    Harbor or some other productive use of the Citys
    waterfront resources, including an effort to
    convey accurate information and have productive
    dialogue regarding feasibility and options
  • Develop a plan for the revitalization of the
    Halifax Street Triangle to encompass a mixed use
    development
  • Support business development and growth by
    streamlining the building permits and business
    application process
  • Complete the Multimodal Transportation Center
  • Collaborate with LISC to designate and implement
    priority project(s)

  • Expand the Economic Development Office so that it
    is better able to interface with public and
    private businesses
  • Revise the Comprehensive Plan and update the

  • Plan with consultants on the re-use of the
    hospital site to insure its maximum utilization
  • Develop a plan for South Sycamore Street
    revitalization

  • The Citys high value on education fosters an
    opportunistic, creative, and entrepreneurial
    spirit leading to award-winning schools ranking
    among the best in the Commonwealth. Petersburg
    is the home to an advanced technological center
    for national research and innovation. The Center
    represents a unique convergence of the
    intellectual capital found amongst the
    educational, military, medical and commercial
    sectors of our region.

  • We must continually upgrade workforce
    preparation, including the evaluation of
    knowledge/skills that are needed to meet business
    requirements and insure alignment with training
    and career development opportunities.
  • We will encourage the school system to develop an
    active collaborative partnership with community
    businesses to ensure that curricula are developed
    to support current and future needs of the labor
    force.
  • We will collaborate with the school system to
    create an aligned vision and operating
    principles.

  • We will meet regularly with the School Board for
    more substantive discussions of school issues, to
    include
  • Social issues adversely affecting children and
    the community
  • Positive relationships between the school system
    and the local business community
  • Funding and accountability
  • Collaboration regarding special programs that
    address improved student performance
  • Consolidation of like functions
  • We will cultivate our relationships with VSU,
    RBC, JTCC, other institutions of higher learning
    and Fort Lee to create an environment for the
    development of advanced technology and research
    enterprises.

  • We will work to insure that citizens, at home and
    in school, have access to technology that
    maximizes learning opportunities.

    supportive environment for the youth of the City
    that maximizes their life opportunities by
    focusing on outcomes and effective coordination
    of services.

  • Develop a City-wide WiFi network for citizen use
  • Create a plan to ensure that grass is cut
    regularly on school properties
  • Develop a plan with the school system to address
    social issues affecting children in the community
  • Extend regional cooperation and partnerships with
    local colleges for education, training, and
    professional development
  • Work with local colleges and faith based
    community groups to improve adult literacy
    programs

  • Develop and implement a plan for aggressive
    outreach with local institutions of higher
    learning to assist us with research, training,

  • Continue work with the Virginia Gateway Region
    and the Workforce Investment Board to place
    persons in local businesses and support the
    Chamber of Commerce in efforts to develop a
    partnership with the High Schools vocational
    technical program
  • Establish a competitive program to recognize
    academic excellence with partners in public
    schools, the military, business, and industry
  • Establish an education and training facility in
    the downtown area through our partnerships with
    area colleges and universities
  • Establish SAVY as the clearinghouse for youth
    initiatives to ensure non-duplication and
    effective implementation of youth programs

Principles
  • Petersburg protects and preserves its rich and
    varied history dating from the founding of this
    country. The City is one of the Commonwealths
    most historic localities. It is known for having
    had one of the largest free African American
    populations of cities in the ante-bellum South,
    as well as having experienced the longest siege
    in American military history. It commemorates its
    extensive Colonial, African American, Industrial,
    and Civil War histories through much visited
    museums, insuring our remarkable place in
    American history and attracting visitors from
    around the world.

  • We will support community initiatives that
    increase the awareness and appreciation that our
    own citizens have for the unique history and
    strengths of Petersburg.
  • We will maintain the integrity of the designated
    historic districts within the City.
  • We will systematically preserve and protect our
    significant historic, cultural, and architectural
    resources.
  • We will protect for future generations those open
    spaces, parks, natural resources, and other sites
    that distinguish the City.
  • We will support and encourage private and
    non-profit organizations to preserve and develop
    our historic and cultural resources.
  • We will support regional tourism through active
    participation on the Petersburg Regional Tourism
    Board.

  • Enforce the Citys Codes regarding buildings and
    grounds to enhance the appearance and safety of
    the City
  • Reorganize the current Architectural Review Board
    to provide for each current historic district to
    have representation and one at large seat
  • Compile an inventory of historic structures in
    the City
  • Develop a Petersburg Pattern Book to encompass
    pre-approved design standards and modifications
  • Develop a strategy and/or group to regularly
    review the needs and concerns of the historic
    communities and those communities under
    consideration
  • Update the Museums tourism information to insure
    the history is accurate, comprehensive, and tells
    our story
  • Develop a plan for the Citys participation in
    the Sesquicentennial commemoration of the Civil
    War, including the establishment of a Visitor
    Contact Station in downtown Petersburg in
    collaboration with the Petersburg National
    Battlefield

  • We will set and adhere to high standards to
    ensure a clean, safe, attractive City and we will
    expect and require the same efforts from our
    residents.
  • We will work to streamline systems and processes
    that work in the best interests of citizens, the
    business community, and staff members, creating
    an environment that is less cumbersome.
  • We must ensure that citizens are accurately
    informed about government, including how to get
    concerns resolved, how we are addressing their
    issues, and about the rationale for decisions.

  • We will embrace and increase citizen involvement

    professional development, the creation of
    incentives for innovation (including the
    maximization of the resources we have), and

  • Develop a system of communication with Council
    regarding goals, projects, and expected
    timeframes for completion and a way to update
    Council regularly on progress
  • Schedule regularly quarterly meetings between
    Council and Council appointed staff to enhance
    communication on outcomes, expectations, and
    progress
  • Disseminate public information about City
    activities, policies, and current projects, both
    physical and social
  • Review, and if necessary realign, the mission and
    responsibilities of our boards and commissions
    and require them to present their goals and
    objectives semi-annually to Council at a public
    hearing
  • Schedule semi-annual professional training for
    City employees

  • Continue to improve and build upon existing
    recreational facilities such as the golf course,
    playgrounds, swimming pool, parks, and connect
    the trail system with other jurisdictions
  • Conduct training for staff to enhance
    interpersonal relations
  • Hire an outside efficiency firm to study the
    Citys operational efficiency and effectiveness
  • Upgrade the Citys technology to enable
    intra-governmental connections, along with an
    interactive website which has updated factual
    information about the City and City services
  • Activate the Citizens Academy
  • Revise/update the policy and procedure manual for
    the City
  • Hire a public information officer
