10Public Policy Initiative On VAATE
Versatile Affordable Advanced Turbine Engines
- VAATE Is A Cooperative USG/Industry Initiative
That Provides An Overarching Structure For All
U.S. Gas Turbine Engine RD Efforts - VAATE Modeled On The Successful IHPTET
(Integrated High Performance Turbine Engine
Technology) Program IHPTET Concludes In 2005 - VAATE Goal 10X Affordable Capability (T/W,
SFC, ) - Primarily Military, But Many Significant
Commercial Payoffs - Political Issue Is That DoD Turbine Engine
Funding Has Been Reduced To Well Under That
Required To Complete VAATE On Schedule - Key Technology Transition/Cost Saving
Opportunities Are Missed - U.S. Turbine Engine RD Workforce Put At Risk
- Position Papers State A Formal AIAA Position And
Are Targeted At Legislative Executive Branch
Members - VAATE Paper Will Define Driving, Aircraft
System-Level Requirements Behind The Program,
Define Technical Benefits, And Advocate
Restoration Of Lost Funding - TC Working Group Formed To Develop Paper

29Undergraduate Design Competition
- Annual Undergraduate Engine Design Competition Is
Sponsored By AIAA Administrated By ABP TC - Two Key Problems Have Emerged In Recent Years
- Fewer Universities Participating Often, Same
Ones On Recurring Basis - Preparation Has Become Increasingly Complicated
Great Burden On TC - Root Cause Scope Of Competition Is Too Great
- Desire To Mimic Real World gt Competition Covers
Entire Propulsion System Sometimes, Air Vehicle
Itself - Too Much Work For Many Potential Participants
- Major Overhaul Of Competition In Work
- Considering Limiting Scope To Single
Propulsion/Engine System Component (i.e. Engine
Fan Or Aircraft Inlet) - Better Publicize Competition Cash Prize
- Solicit University Input (Faculty Reception)
- Investigate Aligning Engine Design With Other
Competitions
30New ABP Design Short Course
- A New Two Day Short Course On Air Breathing
Propulsion Design Will Be Offered At JPC05 - Major Emphasis Is On Propulsion System/Vehicle
Integration Including Ramjets/Scramjets Course
Addresses Areas Not Fully Covered By Other
AIAA-Sponsored Courses (UTSI Purdue) - Course Based On Material Prepared For The
Aerospace Design Engineers Guidebook - Instructors Include John Rockensies Steve
Beckel (Primary) Dave Yates, Bill Wooten,
Several Others - Approximate Cost Per Student 1,100

58Honors Awards Subcommittee Charter
The Honors Awards Subcommittee administers the
professional recognition awards presented by AIAA
on behalf of the Air Breathing Propulsion
Technical Committee
- Air Breathing Propulsion Award
- Dan Jensen, Lead
- Gordon C. Oates Graduate Award
- Rob Bruckner, Lead
- ABP Best Paper Award
- John Rockensies, Lead
- Other AIAA Awards On Occasion
- Chairmans Award
- Additionally the Honors Awards Subcommittee
will work closely with the Membership
Subcommittee to recognize outstanding performance
within the TC and support Membership Upgrades.
59Air Breathing Propulsion Award
Awarded for meritorious, career-spanning
accomplishment in the science or art of Air
Breathing Propulsion
- Rules state that award can be given only if a
minimum of 3 nominations are active. - In 2004, we did not initially have the necessary
3 nominees. AIAA agreed to extend deadline from
31 October 2003 to 15 February 2004 in order to
allow additional nominations. TC members were
asked to help publicize and solicit additional
nominations by 15 February deadline. Extension
achieved intent, ultimately resulting in a
selection pool of 3 nominees one of whom was
selected. - 4 Member Selection Team
- ABP Jeff Hamstra (Chair) and Dan Jensen (Honors
Awards Chair) - Propellants Combustion TC Chair and Awards
Chair - This year, we received no new nominations and so
are at 2 nominees and again need an extension.
AIAA has given us until 31 January but will not
allow an extension again next year out of
fairness to other TCs! - Technical Discipline Area Leads (Turbine Engine,
High-Speed Propulsion and Propulsion Integration)
are asked to encourage nominations of leaders in
their fields. Other TC members are also asked to
encourage nominations. Please have nominator
advise Dan Jensen of intent to nominate as soon
as possible.

862005 JPC Conference Structureand Schedule
87Milestones Deadlines
88ABPTC Activities
- Session Organizers
- Recruit session chairs
- Volunteer to be a session chair
89Raffles
- Biggest problem with conference is late paper
submittals we need to encourage early
submittals - Signed copies of Sally Ride book for early
submittals (raffle basis)
90Videos for No Shows
- Last minute paper dropout rate is gt20 (mostly
due to lack of ITAR approval) - Requesting videos from Session Chairs e.g. NASA,
other companies to cover for No Shows - Identify and coordinate appropriate RMS videos

962006 Candidate ITAR Restricted Sessions
- A Concern Is Growing That the JPC Is Experiencing
Significant Paper/Session Withdrawals and Reduced
Technical Content - We Suggest the Addition of Several ITAR
Controlled Sessions to Strengthen the Relevance,
Technical Content and Participation in Selected
U.S. Only Sessions - Candidate ITAR Controlled Topics
- Evolved Expendable Launch Vehicle (EELV)
Propulsion - Integrated High Performance Rocket Propulsion
Technology (IHPRPT) Programs - Strategic Propulsion Applications Programs
- FALCON Propulsion Programs
972006 Candidate ITAR Restricted Sessions
- Recommended Approach
- Establish Separate Sessions During Conference
- Special Interest Session - By Invitation Only
- Use Dedicated Room or Dedicated Building
- Post Door Monitor(s) to Limit Access to Approved
Participants - Unobtrusive Marking on Badge Citizenship Status
Would Be Verified During Registration - Will Need to Coordinate Registration Forms and
Badging with AIAA - Ensure Adequate Security During Presentations
- Close Doors
- Request That All Cell Phones/Pagers/Recording
Devices Be Turned Off - Ensure Dedicated PC/Projector Is Available for
Presentations - Option to Hold Separate Sessions on Following Day
Is Less Desirable - Added Cost
- Limited Attendance
98Sacramento Local Attractions
- Aerojet Propulsion Facility
- Historic Old Town Sacramento
- Sacramento Railroad Museum
- American River Fishing and White Water Rafting
- Sierra Nevada Range and Surrounding Wine Regions
- Sacramento River Cats AAA Baseball and Monarchs
WNBA - Easy Access to SF Bay Area and Lake Tahoe
99New Paper Review Process
- A new emphasis will be placed on ensuring that
abstracts meet the minimum requirements. - Will likely be moving to a stricter peer review
process where authors will receive feedback on
their papers by the reviewers. - Papers not meeting minimum requirements will
either be rejected or returned to the author for
revision. - This will place more work on the reviewers to do
a thorough review of each paper, but will
ultimately improve the quality of the conference.
