What is a Program?
  • Everybody get ideas on what a program should be
    or should not be
  • Programs are not defined in the OECD glossary of
    key terms in evaluation and results based
    management
  • The word is used 24 times in English 72 times
    in the tri-language version
  • Google program definition is computer language
    oriented

  • A program is an organized list of instructions
    that, when executed, causes the computer to
    behave in a predetermined manner and direction.
  • A GEF Program a framework to facilitate results
    under common objectives and rules
  • Programs generally fall into these categories
    applications, utilities, or services.
  • Different kinds of programs have been build
    within the GEF (Umbrella, Investment, thematic,
    country).
  • Programs are written in a programming language
    then translated into machine code by a compiler
    and linker so that the computer can execute it
  • GEF language and procedures Agencies role of
    translators to build projects Countries execute
    them.

  • There are many levels of programming languages -
    high or low level.
  • There are different level of programs at the GEF
    global, regional, national, multi-focal, single
    focal area
  • A program must be translated into a language that
    the computer can understand. This translation is
    performed by compilers, interpreters, and
    assemblers.

  • A software is an executable version of a program
    and is ready to execute.
  • A GEF Council approved program is ready to be
    implemented through project development and

  • To secure larger-scale and sustained impact on
    the global environment through integrating global
    environmental objectives into national or
    regional strategies and plans using partnerships.

  • A programmatic approach needs to be consistent
    with the GEF focal area strategies to maximize
    and scale up global environment benefits
  • Enhanced opportunities to generate synergies
    across GEF focal areas and with partners
  • A GEF programmatic approach will be undertaken in
    partnership with all partners
  • An enhanced scope for catalyzing actions,
    replication, and innovation

Standards for GEF PA
  • A GEF programmatic approach will be pursued where
    there is a strong rationale.
  • e.g. Congo Basin Forests.
  • The request may come from various stakeholder
    groups countries, GEFSEC, agencies.
  • A high level of political and economic
    commitment,
  • A commitment for partnerships at national level
    across sector ministries and agencies
  • An open transparent process that encourages
    multi-stakeholder involvement

Approval Procedures for Programs
  • A programmatic approach is a consultation process
    that led to one deliverable the Program
    Framework Document (PFD).
  • PFDs will be submitted to Council meetings, not
    inter-sessions.
  • Council shall review the PFD and endorse the
    overall objective and scope of the Program.
  • PFDs will also identify, to the extent possible,
    all projects to be financed under the Program
    (project ideas PIFs).
  • PIFs developed under PFD can be submitted at the
    same time. Other will be submit following usual
    project rules.

  • Necessity to find ways for coordination and
    knowledge management regional institution,
    existing initiative.
  • Way of securing RAF resources or non RAF focal
    areas
  • Optimizing financing (GEF incentive,
    co-financing)
  • Time frame to submit projects under the Program!
  • Timeframe linked to replenishment period but a
    rationale to foresee follow ups
  • A leading agency will led the Programmatic
    process and submit the PFD. But projects will be
    developed by any Agency depending on their
    comparative advantage.
  • The GEFSEC communicates more with countries and
    partners Do not hesitate to contact the GEFSEC!
