What is the Christians duty to leaders?

• Is Paul talking about bishops/elders in this
  passage?
• (1 Th 512 NKJV) And we urge you, brethren, to
  recognize appreciate, NASB those who labor
  among you, and are over you have charge over
  you, NASB in the Lord and admonish you,
• Note over you in I Th. 512 is the same word
  as rule in I Tim. 517.
• (1 Tim 517 NKJV) Let the elders who rule well
  be counted worthy of double honor, especially
  those who labor in the word and doctrine.
