• Homelessness Prevention and Rapid Re-Housing
  Program
• 1.5 billion nationally to provide assistance for
  households who would become homeless but for this
  assistance.

HPRP Background

• Title XII of American Recovery and Reinvestment
  Act of 2009 created HPRP
• Together with the Cities of Pawtucket,
  Providence, and Woonsocket, the OHCD has created
• The Rhode Island Homelessness Prevention and
  Rapid Re-Housing Partnership

• Financial Assistance (Rent, Deposits, etc)
• Intensive Case Management

• Program Intent
• Focus of HPRP is housing Stabilization
• Provides temporary Financial Assistance and/or
  services to help persons gain housing stability
• Temporary assistance as a bridge to long-term
  stability

• A mortgage assistance program
• A program intended to serve persons who need
  long-term and/or intensive supports
• The Emergency Shelter Grant Program

• Can remain stably housed after this temporary
  assistance ends

• Assistance for expenses that are available
  through other Recovery Act programs, like child
  care and employment training
• Case managers should work to link program
  participants to these other resources

• HUD requires eligibility certification at least
  once every 3 months for all medium-term rental

  another agency
• Security and utility deposits can be issued to
  clients receiving rental assistance

  assist program participants with legal advice and
  representation in administrative or court
  proceedings related to tenant/landlord matters or
  housing issues.
• Legal services related to mortgages are not
  eligible.

• Financial Counseling assist program participants
  with critical skills related to household
  budgeting, money management, accessing a free
  personal credit report, and resolving personal
  credit issues.

• Data collection through the use of Homeless
  Management Information Systems (HMIS).
• Purchase of HMIS licenses
• Costs associated with data collection, entry and
  analysis
• Staffing associated with operation of HMIS and
  HMIS training
• Costs related to participating in HUD-sponsored
  research and evaluation as required
• Quarterly reports (w/ non HMIS elements)

• General Requirements
• HPRP funds cannot be issued directly to Program
  Participants, only to a 3rd Party
• An assisted property may not be owned by the
  grantee, subgrantee, or the parent subsidiary or
  affiliated organization of the subgrantee, unless
  a waiver is acquired through HUD
• Nondiscrimination and Equal Opportunity
  Requirements

• Programs must
• Market to all eligible persons, including persons
  with disabilities, limited English proficiency,
  etc
• Be accessible to persons with disabilities
• Provide fair housing counseling services or
  referrals to fair housing agencies
• Provide the Housing Discrimination Hotline
  1-800-669-9777
• Recruit landlords and providers in areas that
  expand housing choices

• Lead-Based Paint Requirements
• All Housing occupied persons receiving HPRP
  assistance must abide by
• The Lead-Based Paint Poisoning Prevention Act (42
  U.S.C. 4801 et seq.), as amended by the
  Residential Lead-Based Paint Hazard Reduction Act
  of 1992 (42 U.S.C. 4851 et seq.) and implementing
  regulations at 24 CFR part 35, subparts A, B, M,
  and R
