  • Criteria for the selection of intervention areas
    (Actions) for tourism
  • In line with the strategy adopted during first
    phase of National Development Plan (NDP), i.e.
    taking into consideration the contribution and
    feedback from the Tourism Sectoral Working Group
    which included representatives from MoT, MTA,
    MHRA, AirMalta, FMHPCE, Malta Transport
    Authority, and FATTA.
  • Direct consultation at NDP level with all MTA
    Directors.
  • All Actions identified at SPD level had already
    been identified and broadly outlined in the NDP.

  • Criteria for the selection of intervention areas
    (Actions) for tourism
  • Actions that can be implemented during the
    anticipated programming period of 3 years (2004,
    2005 and 2006).
  • Actions that, on the 1st of May 2004, can start
    implementation, that is, all the necessary
    studies (EIAs and feasibility studies) or other
    problems (e.g. expropriation of land) have
    already been carried out.
  • Actions relatively easy to execute, manage,
    monitor and control, this being our first
    experience with the Structural Funds.
    Underperformance with regards to selected
    projects will influence negatively any future
    funding.

  • Actions must be eligible for funding. Eligibility
    areas of intervention are identified in the
    legislative documents relative to each fund
  • Council Regulation No. 1260/1999 (ERDF)
  • (equipment, infrastructural works, consultation,
    marketing)
  • Council Regulation No. 1685/2000 (ESF)
  • (course expenses, personnel, MP, administration)
  • Technical assistance for aligning the proposed
    tourism Actions with the Communitys legislative
    and technical requirements was provided by
    visiting experts from Majorca, Valencia and
    Madrid.
