Transportation Improvement Program (TIP)

• Selects federally-funded projects
• 4-year program, updated annually
• Consistent with LRP priorities
• Fiscal constraint air quality conformity
• Developed and adopted by MPO
• Approved by governors, but incorporated without
  change in the STIP

Federal Funding

• Most federal transportation funds apportioned to
  states
• Some funding categories suballocated directly to
  metropolitan areas
• Regardless of funding category, MPOs have
  significant role in project selection for all
  federal funds

TIP Project Selection

• All projects (excluding NHS and projects funded
  by IM and Bridge funds) shall be selected by the
  MPO in consultation with the State and public
  transit operator
• Consultation confer with and take into
  consideration the views of others

• Projects on the NHS and projects funded by IM and
  Bridge funds shall be selected by the State in
  cooperation with the MPO
• Cooperation parties work together to achieve a
  common goal or objective
