All these tasks are connected with the increase
of the administrative capacity of the local
(regional) administration. The decisions in the
economic sector should be made in conformity with
the environmental requirements.

    the environmental sector and the plans for
    elimination of the deficiencies.

    and medium term tasks.
  • Enactment of the regulations requred for
    implementation of the EU acquis (achievements of
    the EU legislation).
  • Strengthening of the administration of the
    Ministry of Environment.
  • Upgrading of the interministerial coordination
    and the one with the companies and NGO of the
    sector.

  • A regulation is to be elaborated for granting
    complex licenses for prevention and control of
    the pollution from companies. They will be
    obligatory for all companies in Bulgaria after
    2007.
  • 250 companies are subject to licenses and they
    could receive interim licenses in consideration
    of presenting programs for implementetion of the
    requrements in the respective terms.
