Definition of the TISS

• The objective of the system is to identify
  potential threats while they are still in the
  planning stages, and to interrupt or deter the
  criminal terrorist action completely

TISS Components
Surveillance Detector (FAM, Agent or Police
Officer) Detects the presence of surveillance
or suspicious activity and after observation
records the information Surveillance Detection
Report (SDR) An electronic report accessible
via the PDA or Internet that provides a format to
record and transmit information of a suspicious
nature to the database for analysis

TISS Components
SDR Database The SDR Database is an
Internet/Website accessible database that holds
the SDR information for retrieval and
analysis SDR Analytic Tools A data mining
software application that analyzes data from the
SDR Database, Incident Reports, and other
sources. The software alerts analysts to
possible indicators or information that may need
further investigation

Tactical Information Branch (TIB)

• The TIB analyzes and disseminates information
  received from the SDRs entered into the TISS
• The TIB correlates suspicious activity with
  investigations and intelligence received from
  other tactical information resources to initiate
  investigations

Surveillance
The act of observing through surreptitious means,
a person, place or thing to gather information
otherwise unavailable or impractical to obtain

Surveillance Detection
The pre-planned process or technique of detecting
criminal terrorist surveillance activity in order
to deter or defeat future hostile acts by
identifying potential threats still in the
planning stages

Counter-Surveillance
The pre-planned process or technique that
utilizes information gathered through
surveillance detection to interrupt, confuse and
disperse, or develop further information on those
conducting criminal or terrorist surveillance
activity

Domain Awareness
A State of Mind in which the law enforcement
officer maintains an elevated level of mental
readiness regarding the environment, persons,
facilities and situations occurring within the
operational area
360 Awareness

Situational Awareness
A more focused approach of being aware and alert
to a finite area or activity. Domain Awareness
encompasses all of your surroundings, whereas
Situational Awareness is narrowed to a particular
event or incident

Suspicious Activity
Observed activities or behavior that based on a
Law Enforcement Officers training and experience
appears unusual, out-of-place, or inconsistent
with the surroundings Suspicious activity may
require further observation and/or preliminary
questioning, but may not rise to the level of
probable cause for an arrest or an actionable
incident

TISS Process

• Observe Suspicious Activity
• Complete SDR and submits via PDA or laptop
• SDR Database receives the submitted SDR
• TIB sends confirmation message stating SDR
  received
• SDS Knowledge Management Software and TIB
  analysts review database for pertinent
  information
• TIB analyst consult with other agencies receiving
  the same SDR information concerning their analysis
