- USDOE required all states to submit a plan
outlining - Intentions to meet requirements of 100 highly
qualified teachers by the end of 2006-07 - Areas of high need in content and demographics
- Equitable distribution of teachers
3- Plan required how it would monitor the efforts of
the local school districts to assist teachers in
becoming highly qualified. - Resulted in the templates you are required to
complete.
4Meeting the 100 Requirement
- Message from USDOE at this time has been a good
faith effort - Same message we are sending to districts in South
Dakota in getting all properly certified and
qualified in content
5What is a Highly Qualified Teacher?
- Federal definition
- Fully certified
- Bachelors degree
- Major in core content or passed a state test in
content - South Dakotas intention is to align highly
qualified to certification

- Math
- Science
- Social Science
- Fine Arts Music and Art
- World Languages
7Current Highly Qualified Teacher Calculation
(HOUSSE Rules)
- Based on teaching assignment
- Does the teacher have a major in content?
- Has the teacher passed a Praxis II content test?
- Does the teacher have an endorsement in content
plus three years of TOTAL teaching experience? - Does the teacher have an endorsement in content
plus an advanced degree?
8HOUSSE Plan Phase Out
- USDOE recommended that states have a plan as to
how they intend to phase out the HOUSSE rules - South Dakota will phase out HOUSSE at the end of
the 2006-07 school year - All teachers that are HQT in content will
maintain their HQT status

- Based on teaching assignment
- Does the teacher have a major in content?
- Does the teacher have a masters in content?
- Does the teacher have National Board
Certification in content? - Has the teacher passed a Praxis II test in
content?

15How do you know if your teachers are HQT?
- Online HQT report available through the Personnel
Record Form - Live database that is updated as teachers
certification is updated (Praxis II tests, etc.) - This report was available when you completed the
PRF assurance statement
