2Linking Land Use to Coastal Water Quality
- Coastal GA NEMO is an educational program that
provides information for land use decision makers
addressing the relationship between land use and
natural resource protection.
3NEMO History
- 1991 Developed at University of Connecticut
- Sea Grant
- Cooperative Extension
- Connecticut Natural Resources Department
- 2000 National Network established
- Coastal GA joined National Network
- 2006 32 NEMO programs
4The National NEMO Network
A group of educational programs focused on the
relationship of land use to natural resource
protection, sharing information, materials and
educational models.
5Program Leadership National NEMO
- Most NEMO programs are
- Based at a University
- Led by Sea Grant and/or Cooperative Extension

8The NEMO Philosophy
- EDUCATION is the method
- LOCAL LAND USE DECISION MAKERS are the target
audience - The IMPACT OF LAND USE on water resources is the
issue - NATURAL RESOURCE BASED PLANNING is the solution
offered - GEOSPATIAL TECHNOLOGY is used to enhance the
education
9The Issue How Land Use Impacts Water Resources
Linking Land Use to Coastal Water Quality
- Increasing Population
- Coastal GA
- ? 62 1970-2000
- Camden County
- ? 43 2000-2015
- Increasing land consumption density
- Development in undisturbed areas
- Overloading or destruction of natural ecological
systems - Loss of Green Infrastructure
Georgia Coast 2030 Georgia Tech Center for
Quality Growth
10Green Infrastructure
- Georgia has 1/3 of the remaining salt marsh on
the Atlantic coast - One Acre Marsh 14,000/year
- 5,600,000,000/year
- Center for a Sustainable Coast
11The Issue How Land Use Impacts Water Resources
The Old Era of Water Pollution
12Polluted Runoff is the 1 Water Quality Problem
in the U.S.
Every 8 months, nearly 11 million gallons of oil
run off our streets and driveways into our waters
the equivalent of the Exxon Valdez oil spill
- US EPA
- Pew Oceans Commission Report
13What is NonPoint Source Pollution? (NPS)
NPS occurs when water washing over the land picks
up contaminants and carries them into waterways,
either directly or through storm drain collection
systems.

15Impervious Surfaces
- Materials like cement, asphalt, roofing, and
compacted soil that prevent percolation of runoff
into the ground.
- Indicate intensive land uses that cause pollution
- Inhibit recharge of groundwater
- Prevent natural processing of pollutants in soil
plants - Provide a surface for accumulation of pollutants
- Provide an express route for pollutants to
waterways
16Imperviousness varies by use

20The NEMO Solution
- Prevent NPS through improved planning
- Minimize impacts with integrated site design
- Mitigate impacts through stewardship and Best
Management Practices
21The NEMO Solution

to
- Ask the right questions
- Put development in a greater context
- Get started on natural resources based planning
