    questionnaires
  • Use the ATT-7 DIR Pre-qualification Document as
    adopted by the Board of Supervisors in May 2006
  • Questionnaires must be received by January 8,
    2008
  • Scores are announced within 10 days after receipt
  • Step 3 DBC entities that receive a passing
    score are then issued Bid Documents
  • Performance Criteria document provides the basic
    scope and needs of the project and the basic cost
    range

  • Step 4 Qualified entities submit proposals
    including Guaranteed Maximum Price (GMP),
    experience, capability, staffing and approach
  • Allow 8 weeks for proposals
  • Conduct pre-proposal meeting at end of February
    2008
  • Proposals will be due in March 2008
  • Step 5 Entities are ranked by pre-determined
    criteria. The top three entities for Airside and
    Landside are invited for interviews. Entities
    proposing for both projects may be included in
    the top three entities
  • Step 6 Selection Committee negotiates terms and
    conditions with the top ranked design-build
    entities for Landside DBC and the top ranked
    entity for Airside DBC
  • Step 7 BOS approves selections and award of
    contracts
  • Target final BOS meeting in May 2008

  • The DBC entity must identify partners, general
    partners, or association members who will
    participate in the contract including all the
    work that the Subcontractor Associates will
    perform and the approximate value of their
    subcontract
  • Subcontractor Associates performing more than 3
    must be pre-qualified and less than 3 of the GMP
    must be identified but do not need to be
    pre-qualified
  • The DBC must publicly advertise all subcontracted
    work in excess of one half of one percent (½ )
    of the total contract

  • Subcontracts Less Than ½ of the Contract
  • Subcontractors or suppliers providing less than ½
    of the work may be selected by the DBC
  • The DBC shall use fiscally responsive business
    practices in selecting subcontractors and
    suppliers to perform work amounting to less than
    ½ of the contract value
  • The DBC will document these decisions to the
    Program Management Team on a weekly basis as well
    as any adjustments made or proposed to other
    subcontracts

    times on which bids will be received and opened
    and work must be awarded to the lowest
    responsive, responsible bidder

    Subletting and Subcontracting Fair Practices
    Act --
  • PCC 4100 Chapter 4 (commencing with Section
    4100) of Part 1 of the Public Contract

  • Prior to award of any subcontracts, the DBC shall
    meet with designated representatives of the
    County for review of the selection process and
    the proposed awards
  • The Director of Airports, at his discretion, may
    reject the DBC award and request a new selection
    process be undertaken.
