2Reasons for the AHRD Strategy
- Aboriginal population is growing at a faster rate
than the Canadian average, is younger, and will
make up a larger portion of the labour force - Unemployment remains significantly higher
- Aboriginal populations have higher rates of
disabilities and more single parents - Lower education levels, even though 70 of new
jobs will require some form of post-secondary
education - Provide Aboriginal population with labour force
attachment through work experience opportunities
3PURPOSE
- To help improve the employment opportunities of
Aboriginal peoples and enable them to more fully
participate in the Canadian economy. This can be
done by providing financial assistance to
Aboriginal organizations to support the costs of
human resources development programs such as
Labour Market, Youth, Aboriginal Persons with
Disabilities, and Childcare programs.
4Programs Available
- Targeted Wage Subsidy (TWS) - provides wage
subsidies to organizations to encourage them to
hire unemployed individuals for long-term
employment. - TWS funded St. Lewis Heritage Society TWS to
assist with building heritage structure

- Self-Employment Benefit (SEB) - helps unemployed
individuals start their own businesses or become
self-employed. - SEB funded Hotel/Restaurant Operator
- Job Creation Partnerships (JCP) provides
unemployed individuals with short-term employment
opportunities to help them gain work experience - JCP funded Sheshatshiu Carpentry program

- Skills Development (SD) - provides individuals
with additional education and training to gain
the skills they need to enter the labour market. - SD funded Sheshatshiu ABE Program

- Unemployed/Underemployed workers needing work
experience - Unemployed/Underemployed workers needing training
- Persons with Disabilities (PWD)
- Youth (ages 15-30)
