STIPEND ARREAR STORY

• Today almost all GE-JTOs of 2001-02 batch would
  have got Stipend arrear. Do you know the efforts
  taken by our AIGETOA to get that one.
• Here I have collected some of the steps taken by
  our association from our website.
• After reading this you will know who represent
  the direct recruit JTOs of BSNL.

26/02/07- AIGETOA proudly announce that Annual
General Body Meet All India Telecom Conference
of AIGETOA was held at BHOPAL on 24-25th Feb.
2007. . It was also decided to demand the
arrear of the difference in Trainees stipend with
IDA and CDA scales to all GEJTOs.
22/03/07- 1. GS Sh. S. K. Saini along with
Sh. Neelmani Yadav, VP Sh. Pankaj Kr. Singh
from Lucknow met Sh. Niranjan Singh, Director
(HRD) and requested to stop LDCE of SDE because
seniority issue of GEJTOs is still pending.
.. 2. GS along with others met DDG (CA) for
EPF Stipend issue for that DDG (CA) replied
that necessary instructions has been issued to
field units for EPF issue and clarifications are
always entertained from circles. For stipend
issue, DDG (CA) informed that this matter is
under control of Jt.DDG(EF) Mrs. Panda.

02/04/07- GS Sh. S. K. Saini, writes to Ms.
Arundati Panda, DDG (EF Tax), for pending
stipend of GEJTOs of 2001 2002 batches. During
telephonic conversation, Ms. Panda assured to
look in to the matter.  26/04/07- GS Sh.
S.K.Saini met Ms. Arundati Panda-DDG(EF TAX)
regarding stipend arrear of GEJTOs of Batches
2001 2002. Ms. Panda immediately given
guideline to ADG(EF) for analyzing the case and
told that the concerned file is with
establishment section and hence she marked the
letter to Sr.DDG(Estt.) for further necessary
action. GS also met Sh. S. C. Misra-Sr.DDG
(estt.) regarding this issue, He assured full
help in this regard.

04/05/07- The file for Stipend Arrear of GEJTOs
has been moved with positive remarks. BSNL
earlier issued orders for revised stipend from
01-01-2005. We are demanding it for 2001 2002
batch also. 31/05/07- GS Sh. S. K. Saini met
Sh. Kuldeep Goyal, Director (Plg. NS) at
Statesman House, New Delhi and congratulated him
for his new responsibilities in BSNL and assured
him full co-operation from GEJTOs in the
development of BSNL. .. . File of Stipend case
of GEJTOs has been moved to higher authorities,
hope to settle the same soon.

01/08/07- GS Sh. S. K. Saini along with other
office bearers attended the inauguration function
of New Corporate Office of BSNL- Bharat Sanchar
Bhawan, Janpath, New Delhi. Hon'ble MOC, Thiru A.
Raja, inaugurated the new corporate office. GS
also met Sh. S. C. Misra, Sr. DDG (Estt.) and
enquired about stipend case of GEJTOs. Sh. Misra
informed that BSNL board will examine the
financial implication in this regard and case may
be solved very soon. 30/08/07- AIGETOA writes
to DDG (SR) BSNL Corporate office, New Delhi
asking the status of pending stipend case, MT
recruitment, Payscale of E-2 level, Type-IV
quarter and change of Designation.

31/10/07   The United Forum Agitation
Programs United forum demonstrations are
scheduled 2nd Nov 2007 and 14 Nov 2007, all the
CP, CS and active members are requested to
participate with full strength without any
hesitation. . with BSNL recruited employees
issues like qualification weightage, Pension or
higher pay scale to non pensioner, stipend
arrear, EPF issue, conversion of EPF to CPF,
equal length of service (4 years) for first time
bound promotion for every employee.
08/05/08    Shri. S.K. Saini (GS AIGETOA),
Shri Ashish Verma (CWC AIGETOA), Shri Neelmani
Yadav  (CS UP West AIGETOA) Shri Amit Roy met
CMD, BSNL on 8th May 2008 The various other
issues related to DR-Graduate Engineers were also
discussed in meeting. The Stipend file has
already moved from DDG( training) to Dir(HRD), is
to be forwarded to CMD within a day or two.

26/05/08 In response to the letter given by GS,
AIGETOA to CMD, BSNL on dated 19-05-08 regarding
committee recommendations, Director-HRD invited
AIGETOA for meeting today on 1600hrs .
Director-HRD also told that Stipend arrear will
be issued soon. Date Posted 18 September
2008 GS Shri R.P. Shahu has written strong
letter to CMD, BSNL against the humiliation,
demanding the justice and immediate refund of EPF
recovery and stipend arrear.

Regarding the stipend, Director (HRD) clearly
said, that the finance wing has denied quoting as
our basic was Rs. 6500/- only at that time and
could not be revised and he also justified the
EPF recovery, despite of clear order from EPFO
Chennai and Indore.   It has been a common
practice for the management to work under
pressure. Stipend is 70 of basic and our basic
had never been 6500/- in IDA. We have been
recruited by BSNL but our stipend had been paid
on CDA, while other employees who absorbed in
BSNL in 2004 had been paid salary on IDA.
Director (HRD), himself has committed at the
time of our dharna on 15 April 2008 to release
the stipend arrear as early as possible. It had
also been committed in the meeting that EPF
recovery will be refunded after verifying the
legal provisions. We have already given two
different copies of order regarding the illegal
recovery but all in vein.
Previously, it was told that board has decided
to differ the stipend arrear due to financial
implication. Now BSNL, is going to provide the
bonus to 3.2 lacs employees but it has no finance
to give the stipend arrear for around 3000
employees, which is noting but part of our
salary. Now they are searching another reason.

Date Posted 26 September 2008 GS followed up
the case of stipend arrear at every level and
found that at every level the file had been
passed with positive comment, as the concept of
stipend is 70 of basic and basic has revised
since Oct 2000. The File was finally moved to the
board meeting two months before but there was a
big hurdle in the form of Director (Finance) Shri
S. D. Saxena, who withheld our genuine salary
without any justification just to satisfy his
ego.   Dear friends, we are not bagging anything
from his own pocket it is our right and we will
take it through harmonically or forcefully. It is
also learnt that there is board meeting on 26th
Sept 08, if our genuine issues like EPF and
stipend will not be settled during this board
meeting than we should be ready to fight against
management by opting the either ways of Mahatma
Gandhi or Subhash Chandra Bosh.

personally "refused to accept the PLI" for the
year 2007-2008 till the resolution of stipend
arrear EPF issues in the best interest of our
beloved members.

agenda meeting with management   GS Shri R.P.
Shahu along with CHQ other AIGETOA members Shri
Yogendra Jharwal, Shri Pritam Singh, Shri G.S.
Aulakh, Shri Abhishek Choudhary and delegates
from different part of the country attended the
proposed agenda meeting with management on 6th
Oct 2008. The meeting lasted for more than 7
hours in two sessions. . Stipend and EPF issue
Director (HRD) told us that stipend issue was
discussed in the board meeting but it was
deferred with strange reasons or some
misconception. Now, this issue will be put up
again in the coming board meeting with some extra
documents provided by AIGETOA. Management was
quite positive and assured us to resolve this
issue within the time frame of one month.

week due to non availability of concerning

Finally order was issued on 07-11-2008 Bharat
Sanchar Nigam Limited (Government of India
Enterprise) No. 16-1/2004- Trg Dated
07-11-2008 To All Chief General Managers of
Telecom Circles Subject Payment of Arrears of
stipend on switch over to IDA pattern The
training stipend for the JTOs during the period
of their induction training was changed from CDA
based to IDA based pattern (Rs. 6895 IDA as
applicable)w.e.f. 01-01-2005 vide this office
letter No. 16-1/04/Trg dated 31-12-2004.

• I have listed only glimpses of effort taken by
  AIGETOA. Apart from this each circle took effort
  to implement the order. Do you think any other
  association has taken this much painful effort
  for the GE-JTOs. Only AIGETOA will fight for
  GE-JTOs. We will show our unity by being part of
  AIGETOA and fight for justice of GE-JTOs.
