- In October 2003, a Seminar on e-Learning
Initiatives in Malaysia was held, jointly
organised by the Ministry of Energy, Water
Communication, MIMOS Berhad and Open University
Malaysia - The Objective was to take stock of all e-Learning
initiatives in Malaysia as well as to gauge the
needs among the players in e-Learning - Takeaway Outcome of the seminar-

- Content Readiness
- Refers to the variety and availability of
appropriate E-learning materials. Basically, it
is how ready the institution/organization is
perceived to be in terms of providing content for
E-learning.
- Cultural Readiness
- The enculturation of E-learning in terms of using
Internet and networked technologies to
disseminate information, communication,
interaction and teaching. How ready is the
institution/organization is to enculturate
E-learning as a mode for teaching and learning.

- Environmental Readiness
- The readiness of the country as a whole in terms
of the presence of government policy, the role of
mass media, IP regulations and proficiency in the
English language.
- Financial Readiness
- The readiness of the learner/trainee and
institution/organization to spend or allocate
funds to develop and/or acquire E-learning.

- Readiness to commit time to E-learning,
discipline and interest in E-learning as well as
their anxiety in whether qualification obtained
via E-learning will be recognized

- Refers to whether the institution/organization
