Five ways to beat the crunch
Merlin Tinker Programme Manager East Midlands
Improvement and Efficiency Partnership (EM IEP)
11
Steal ideas
12
Steal ideas
  • There are innovative projects all over the
region, and the country, varying in scale and
    complexity
  • Birmingham City Council saves 3.1 million with
    sustainable printing solution printer
    rationalisation and MFDs
  • Chesterfield from switch off campaign to
    virtualisation
  • Steal these ideas, and see if they could help
your authority. Check out www.localgov.tv for
    short video case studies
  • But also look at the difficulties experienced by
others and see if lessons can be learned
  • NHS boss attacks e-records system technical
problems cost extra 10m, had to employ 40 more
    admin staff to cope

13
Collaborate
14
Collaborate
  • Explore the whole spectrum from collaboration to
    full shared services
  • Nottinghamshire and Leicestershire - shared
    support services
  • Broxtowe, Gedling, Mansfield and Newark
Sherwood sharing strategic IT and looking at
    sharing IT support services
  • Lincolnshire Disaster Recovery procurement
    saved 110k
  • Northamptonshire, Cambridgeshire and Slough local
    government shared services
  • Effective collaboration can improve services,
reduce costs and increase robustness, but there
    are challenges
  • Shared Services in DoT damning PAC report

15
Stay aligned
16
Stay aligned
  • Work with your service heads to match their
    business priorities
  • Stay aligned with transformation programmes where
technology is often a key enabler, but other
    things are as important
  • process improvement
  • changes to behaviour and culture
  • training
  • e.g. Transforming Derby programme,
Nottinghamshire CC commitment to pay SMEs within
    10 days

17
Optimise costs
18
Optimise costs
  • Consider the advice available
  • Gartner has advised IT departments not to simply
undertake cost-cutting exercises in response to
the economic crisis, but to instead focus on cost
    optimisation programmes i.e. longer-term
    process improvement to enable business
    restructuring and innovation.
  • Look for savings
  • Take part in OGCs e-auctions
  • Consolidate ICT infrastructure e.g.
    virtualisation
  • Re-negotiate vendor contracts
  • Cancel marginal projects

19
Connect up
20
Connect up
  • Make use of funding e.g. GC benefits realisation
    fund
  • Get involved with SRP projects
  • Keep talking to colleagues
