2Background to EM IEP
- Improvement Efficiency Partnerships (IEPs) were
established by CLG following the publication of
the National Improvement Efficiency Strategy in
December 2007 - Sets out a framework for supporting improvement
efficiency over three years - IEPs are a partnership of all 46 local
authorities and 5 fire rescue authorities in
the region
3The role of the IEPs
- To act as a hub
- linking together the improvement landscape
between central government and other bodies with
local authorities. - Purpose
- Provide funding for improvement efficiency
projects via 5 Sub Regional Partnerships (SRPs) - Create opportunities for sharing learning
- Facilitate joint working, collaboration and
partnerships - Provide peer support
- Support councils in difficulty

region will rank consistently amongst the best
in the country - Focus - supporting authorities
- Capacity helping failing / potentially failing
authorities or services - Efficiencydelivering cashable savings

6Funding
- CLG approved regional strategy at the end of
March 08 - This released 5.3m of funding for the region in
2008/9 with indicative funding 2009-11 of 14.3m
A total of 19.6m over the three years 2008-11 - Other monies such as circa 260k for climate
change activities, 212k for adult care services
and CLG windfall award 1.606m (March 08) - Sub-regional allocation of 2.9m for each of the
5 Sub-Regional Partnerships (SRPs) over 3 years

region, and the country, varying in scale and
complexity - Birmingham City Council saves 3.1 million with
sustainable printing solution printer
rationalisation and MFDs - Chesterfield from switch off campaign to
virtualisation - Steal these ideas, and see if they could help
your authority. Check out www.localgov.tv for
short video case studies - But also look at the difficulties experienced by
others and see if lessons can be learned - NHS boss attacks e-records system technical

full shared services - Nottinghamshire and Leicestershire - shared
support services - Broxtowe, Gedling, Mansfield and Newark
Sherwood sharing strategic IT and looking at
sharing IT support services - Lincolnshire Disaster Recovery procurement
saved 110k - Northamptonshire, Cambridgeshire and Slough local
government shared services - Effective collaboration can improve services,
reduce costs and increase robustness, but there
are challenges - Shared Services in DoT damning PAC report

technology is often a key enabler, but other

- Consider the advice available
- Gartner has advised IT departments not to simply
undertake cost-cutting exercises in response to
the economic crisis, but to instead focus on cost
optimisation programmes i.e. longer-term
process improvement to enable business
restructuring and innovation. - Look for savings
- Take part in OGCs e-auctions
- Consolidate ICT infrastructure e.g.
virtualisation - Re-negotiate vendor contracts
- Cancel marginal projects
