2Purpose of the District Partnerships
- The purpose of the KILTN District Partnerships is
to improve student learning by developing
professional learning communities that become
deeply embedded in the district culture and are
supported and sustained. The partnership work
will center around - Developing school and district professional
learning communities, - Implementing student intervention systems, and
- Providing high quality instruction in every
classroom for every student every day -
3Partnership GoalsThe goals of the KILTN District
Partnership are to
- Develop professional learning communities (PLC)
whose guiding principle is to ensure high levels
of learning for all students. - Ensure that all students learn by using data to
inform teaching for understanding, - Develop a culture of collaboration in which
districts work together to achieve their
collective purpose of learning for all,

Partnership are to
- Create a systematic process of working together
to analyze and improve classroom practice leading
to higher levels of student achievement, - Collaborate for school improvement and develop
solutions to removing barriers to success,

- Focus on results by participating in an ongoing
process of identifying student performance and
working together to establish targets for
improving student achievement, and - Share periodic evidence of progress.

6Reporting the Impact of the Partnership
- Each participating district will present
semiannual reports to the KILTN network that
outlines student data detailing student
performance. Reports will include the results of
student intervention systems and achievement gap
data. The report will also highlight the
partnership and how the district has benefitted
from the partnership. -
7District Selection
- Districts currently in the network will invite
partners outside the network to partner with them
and join the network. - District partnerships may include two or more
district partners. - Districts must sign this agreement to apply for
grant funds.
8District Selection
- Grant funds awarded must be used to conduct
partnership meetings that address the work of the
partner districts leadership teams creating
professional learning communities, developing
intervention systems, and creating district
understandings of high quality instruction. - Each district member of a partnership will
receive a Memorandum of Agreement (MOA) for
reimbursement of expenditures up to 2,500. -
9Development and Delivery
- Partnerships will meet at least bi- monthly for a
minimum of three hours for face-to-face meetings. - The partnership will create an online learning
community or website where the partnership can
share documents and other information. - The partnership will participate in the Kentucky
Instructional Leadership Team Network (KILTN)
online and face-to-face meetings.
10Development and Delivery
- The partnership will share the work of their
partnership and results of their actions at the
2009 Kentucky Teaching Learning Conference. - Partnerships will agree to present at other
meetings, workshops, and conferences as requested
by the KILTN. - Any documents, processes and strategies developed
by the partnership will be shared with all KILTN
member districts.
11Development and Delivery
- Partnerships will expected to write journal
articles sharing their experiences and target
success stories to share through various media
sources. - Partnerships will commit one team per district
(2-3 people) to participate in the WIDE World
Harvard University Courses (course registration
will be paid for through KyCLS/KDE Funds, not
through your partnership funds). -

- Last date to register is September 10th
- Information needed to register name, email
address, grade level and content area or position - Principal or District Supervisor will be given
observer rights - Information from those taking the course shared
at the partnership meetings - Select trainer-of-trainers
- Course selection
13Continuous Improvement
- The partnership should be modeled after a
professional learning community. - Partnership work will focus on adult learning
theory and best practice understanding that - Adults learn through doing.
- Adults learn through reflection.
- Adults learn through collaboration.
- Adults learn through observation of expert
practice. - Adults learn through thoughtful, written,
individualized feedback. - Adults learn through job-embedded professional
practice.

- The administrator believes in, values, and is
committed to - 1. The educability of and life-long learning for
everyone - 2. Student learning as the fundamental purpose of
schooling - 3. Making management decisions to enhance
learning and teaching - 4. Schools operating as an integral part of the
larger community
15Continuous Improvement
Feedback should be ongoing and multileveled,
allowing decisions to be based on monitoring
data. Student achievement results and
improvement in school culture will be documented
and shared with the KILTN network. District and
school instructional leadership team members will
keep a reflection journal of their leadership
team experiences.
16Coach / Facilitator Services
- KLA/KyCLS will provide coach/facilitator services
to each partnership - Assist in
- Developing meeting agendas
- Facilitating meetings
- Locating resources
- Providing training and strategy tips
- Connecting the partnership with districts/schools
who have been successful in implementing
strategies addressing similar problems of practice
17Suggested Timeline
- Meetings held in September, November, January and
March - Meeting space will be available for partnerships
to meet during the state KLA events Statewide
partnership will meet for one hour prior to the
KLA meeting (800AM 900AM) Notify Debbie if
you want meeting space evening before, lunch,
after the meeting.
18Suggested Timeline
- March meeting can be held at the KTLC Meeting
space will be provided .There will be a statewide
meeting of all partnerships at KTLC - Report to school boards at least three times per
year on the work of the partnership - Be available to report to the state board if
requested
19KLA / KILTN Partnership Opportunity
- As members of the KILTN
- Reduced rate for KLA membership for three
members - 400 - All cadre meetings will include a focus on the
role of instructional leadership teams and
development of professional learning communities - Attendance at all three state events Franklin

- Aspiring Prinicipals Program with Indiana
University Southeast Dr. Robin Fankhauser
receives Kentucky certification and courses are
based on Kentucky Laws, etc. - Principal Support Network - 500 (based on the
Leadership Continuum work)
