Sea Littering) - Sept. 1999 - Executive session on coastal resources
management. December 1999 - MOA Establish the Bataan Integrated Coastal
Management Program (BICMP), a public-private
partnership program for sustainable resource use
development. February 2000

- Creation of a Project Coordinating Committee and
Project Management Office. March April 2000 - Formation of the Bataan Coastal Care Foundation,
Inc. to manifest concrete support from the

8The Bigay Galing sa Kalikasan ng Batan
(BIGKIS-Bataan) program aims to develop and
strengthen existing environmental action programs
in Bataan to address transboundary issues such as
pollution, overfishing and other resource use
concerns through steadfast partnership among the
private and public sector, non-government
organizations and other key stakeholders.

participation in integrated resource management
efforts.
14Through the BCS, BIGKIS-Bataan aims to integrate
long-term solutions to the following problems

19- Directly benefits about 29,925 households in
coastal communities. - Reduction of red tide occurrence (no red tide in
last four years) as observed by local
communities. - Received both local and international awards in
fostering awareness partnerships among
stakeholders in Bataan - Communities do KKD now in their own initiative
20- 3.5 hectares covered with 85 survival (as of
Dec. 2002). - Additional 10.5 ha enriched / planted as of June
2003 - More than 2,000 volunteers from stakeholder
groups including community residents (as of June
2003) - More than 240,000 propagules planted (as of June
2003) - Benefits fisherfolk organizations (more than 400
households) tasked to maintain the enriched
planting areas in Abucay, Balanga City, Pilar,
Orion Limay).

26BIGKIS-BATAAN Key Advocacy Lessons Learned
- Constituents must own the program awareness
through hands-on experiences to understand the
nature extent of the problem (e.g., Kontra
Kalat sa Dagat, Mangrove enrichment, etc.) - PARTNERSHIP and COMMITMENT is the KEY to
successful advocacy and action. - Use the program structure as venue for consensus
building and awareness and not simply as a
management body overseeing the implementation of
ICM.
27Why Pursue Such Activities?

32For the first time in the Philippines, and
perhaps globally, an ICM project is being
financed and implemented solely by a local
government in partnership with the private
sector. It is also the first time for Manila Bay
that an ICM program is being established to
mitigate and prevent further deterioration of its
coastal and marine resources.
33- Advocacy for regular conduct of coastal clean-ups
around the bay from Cavite, NCR, Bulacan,
Pampanga Bataan. - Bataan as an ICM learning center in the Manila
Bay Region and as take-off point for coastal
resources management efforts around the bay.
The environment has done a lot for us it is time
that we give something in return IT IS THE
RIGHT THING TO DO.
