NEDA requested DOTC/LRTA to undertake an
evaluation of the cost effectiveness of various
possible sources of financing for the project
including among others, Japan ODA, Korean Loan
and private sector financing, and subsequently
make recommendations to NEDA-ICC on the preferred
source/mode of financing. DOTC constituted on 02
April 2009 a Project Review and Evaluation Team
in order to comply with the request of NEDA.

- The Joint DOTC/LRTA Report on the preferred and
most cost effective mode of financing for Line 1
South Project, is now for approval by LRTA Board.
Once approved, endorsement to NEDA ICC follows. - 38,781 sq.m. (19.21) out of the total
201,891sq.m. already acquired. ROW is negative
23.04 slippage. - Fencing of Acquired Property - Finalization of
the Program of Work (POW) TOR and Instruction to
Bidders for the Bidding of concrete fence is
on-going.
Relocation Program - The required land for
resettlement area has been acquired. Completion
of housing units for the first batch of 500
families is on or before November 2009. Social
preparation and Pre-relocation activities for the
relocation of informal settlers were completed.
The screening of affected families for
Qualification is on-going. Development of the
relocation site will start 1st quarter of 2009.

actual of 78.028 delayed by 1.346 - First train set arrived on 19 March 2009. Of the
five (5) remaining DMUs, three (3) will be
delivered on 18 May 2009 and the remaining two
(2) on 23 June 2009. Turn-over of the DMUs to PNR
is scheduled in September 2009. - On 31 March 2009, NEDA Board approved NRSRLP,
Phase 1 1) Additional scope of work to include
its main components, tracks and other civil
works, fencing of right-of-way, reconstruction of
Paco Station building and shelters and
consultancy services 2) Increase in project cost
by P684.12 M from the NEDA Board approved cost of
P3,363.52 M and 3) supplemental loan of P645 M or
US 15.0 M to finance the financing shortfall of
the project. - Relocation
- NHA's informal settlers relocation program is
100 completed.

Project, Phase 2 for ODA loan financing under the
EDCF of the Korean Government. - The ICC approved toital project cost is Php
4,520.93 Million of which Php 4,044.57 Million
will be sourced from the EDCF loan and Php 476.36

Program Caloocan to Malolos (20,846 magnitude of
informal settlers) is 100 completed. ROW 746
out of 16,720 households along the Malolos,
Bulacan to Mabalacat, Pampanga, were already
relocated.

MWSS, concerned LGUs for the requisite approvals,
clearances, permits , etc. - BGTOM Agreement endorsed to NEDA on 30 March 2009
for processing and confirmation by the NEDA
Board. - Based on Universal LRT Corporation schedule,
topographic and parcellary survey works is
on-going and expected to be completed on 30 March
2009. ROW acquisition /negotiation to be
conducted from March 2009 to September 2009.

- BLT Agreement provides that MRTC has the right of
first refusal for the supply of additional
vehicles. - On 21 October 2008, DOTC forwarded to MRTC the
MRT 3 Capex Report. - MRT3 CAPEX is subject of potential arbitration
between MRTC and DOTC under the conditions of the
BLT Agreement. - On 05 March 2009, DOTC is advised not to directly
communicate with MRTC on this project as it is
interwined with the on-going arbitration
proceedings between GOP and MRTC. The project may
be subject of our counterclaim to MRTC.
