    kind of assemblage of societies that constitutes
    a new one, capable of increasing by means of new
    associations, until they arrive to such a degree
    of power as to be able to provide for the
    security of the United body.

    state and local government as the New Federalism.
    He pictured millions of Americans as resentful
    of the idea that a bureaucratic elite in
    Washington knows best what is best for people
    everywhere and that you cannot trust local
    governments. Local government is the government
    closest to the people it is most responsive to
    the individual person it is peoples government
    in a far more intimate way than the government
    Washington can ever be.
