GIS Issues in Arizona

• Arizona was an early adopter of GIS
• ArcInfo License 5
• Arizona Statute does not allow for the
  commercial use of a public record without
  charging fair market value for that data
• AZ statute has historically had a damping effect
  on the development of web based GIS services and
  data sharing
• The Arizona Counter Terrorism Information Center
  (AcTIC) is one of the first and most recognized
  State Fusion Centers

NSGIC Influences

• NSGIC is a great place for states to learn about
  how other states are coordinating GIS
• NSGIC is provides a mentoring network for states
  to benefit from each others experiences
• Arizona is typical of many other states working
  to implement GIS with limited resources
• Implementing some of the best practices from
  other states

GIS and Homeland Security

• NYC demonstrated the local geospatial data that
  met the citys business needs provided the best
  data for Emergency Response
• NSGIC White Paper 2002 stated open enterprise GIS
  which addresses the business needs of local
  government can provide the best geospatial data
  to First Responders in times of need

• References to on-line GIS data services.
• Turn-Key applications (no client required).
• GIS client data services (image feature type
  services).
• Metadata repository for data in the data
  repository and basic information for on-line GIS
  services from around the state.
• Repository for technical information for using
  and contributing to the Arizona GeoData Portal.

Arizona is implementing Height Modernization to
improve 3-Dimensional Control throughout the
state. An initial step is to establish CORS/COBS
infrastructure.

Arizona Geospatial Clearinghouse

• Builds on the AGIC Portal (working with AcTIC)
• Will include State, Local, Federal and other
  geospatial data and services
• Will require data sharing agreements similar to
  AGIC Portal
• Will provide IMS, geospatial data downloads,
  metadata and GIS Services
• Will provide geospatial data and GIS services to
  multiple agencies and organizations
• Will link to other sites
• Not all data will be available to public

• Critical Infrastructure
• Other geospatial data as required
• Provide geospatial data and support to the AcTIC
  GIS Section

• Coordinated tactical real-time displays of
  tactical field asset locations (radios, officers,
  vehicles, equipment, aircraft, etc) during
  catastrophic events (using NDGPS)

Next Steps

• Establishing the Arizona Geospatial Clearinghouse
  (AGC) at the Arizona Counter Terrorism
  Information Center (AcTIC)
• The AGC is currently supported by AcTIC (Fusion
  Center)
• Integrating aspects of the GeoData Portal,
  Arizona Map, Arizona Imagery Server and best
  practice models from around Arizona into AGC
• Awaiting grant award decisions by the Arizona
  Department of Homeland Security for additional
  funding of the AGC
