- Government Agencies allocation of at least 1.5
of the 2009 operating budget solely for the
temporary hiring of displaced workers and their
dependents. - LGU-based one-stop worker assistance centers in
municipalities/cities severely affected by the
crisis. - Public-private partnership to facilitate job
placement / training and retooling of affected
workers. - PMAP PESOPHIL Federation profiling of displaced
workers and identifying job vacancies - FFCCCII, PCCI, PALSCON, Local/Foreign Chambers,
LRAs/PRAs assistance in information dissemination
on assistance packages and in job placements and - TUCP, FFW, other trade unions, workers orgs., to
act as conduits of GO for information
dissemination on assistance packages, for
training retooling and livelihood projects. - PhilHealth extension of validity of health
insurance coverage to displaced workers, from the
present 3 months to 1 year from termination,
without requiring additional premium. - COCOPEA extension of free medical and dental
services to affected workers under its integrated
medical mission. - DSWD PMAP to provide free psycho-social
counseling for workers coping with job loss.

- LGUs DILG to work closely with POEA and
partner-NGOs on an intensified campaign against
illegal recruitment and human trafficking. - Inter-Agency Council Against Human Trafficking
strengthening. - DOLE intensification of its capability-building
programs for the informal sector and organized
labor and conduct of inspection visits to ensure
that safety and health issues and principles of
decent work are not short changed in the name of
the financial crisis.. - NLRC acceleration of the disposition of cases
while giving due attention to cases involving
displacements due to the financial crisis. - LGUs, DTI DOLE ROs setting up of joint
monitoring teams to ensure quick response and
access to free legal advice and voluntary
arbitration to workers affected by the global
crisis particularly those who are non-union
members. - DFA instruction to all post posts overseas to
monitor immigration and labor policies that
affect migrant workers and dissemination of the
same to the Filipino communities while
undertaking regular dialogues with OFW leaders,
foreign employers, and the host government
involved.
