General Requirements
  • A stairway or ladder shall be provided at all
    personnel points of access where a break in
    elevation of 19 or more exists and there is no
    ramp, runway, sloped embankment, or personnel
    hoist provided.

General Requirements
  • Only those stairways designated as means of
    access to the structure of a building shall be
    used. Other access ways shall be entirely closed
    at all times
  • All stairs shall be periodically inspected an
    maintained in a clean and safe condition
  • Stairways in a multistory building shall be
    properly illuminated by either natural or
    artificial means.
  • Per OSHA section 1926.56, all indoor corridors,
    hallways, and exitways shall be illuminated by a
    minimum five foot candles.
  • Stairways shall be completely and substantially
    covered over at a point not less than two floors
    below the floor on which work is being performed,
    and access to the working floor shall be through
    a properly lighted, protected, and separate
    passageway.

Maintenance Tasks
  • The most important step in maintaining safe
    stairways is to keep all stairs clear of
    equipment, waste, and debris.
  • In addition, it is required that slippery
    conditions be eliminated before the stairways can
    be utilized.

Stairway Construction
  • Temporary stairways on which construction is not
    being performed shall have landings of not less
    than 30 in the direction of travel and shall
    extend at least 22 in width at every 12 or less
    of vertical rise.
  • Stairs shall be installed between 30 and 50
    degrees from horizontal.

Stairway Construction
  • Riser height and tread depth shall be uniform
    within each flight of stairs.
  • Where doors or gates open directly on a stairway,
    a platform shall be provided, and the swing of
    the door shall not reduce the effective width of
    the platform to less than 20.

  • Stairways having four or more risers or rising
    more than 30 shall be equipped with
  • At least one handrail system and
  • One stair rail system along each unprotected
    edge.

Handrails and Stair Rails
  • Handrails and top rails of stair rail systems
    shall be capable of withstanding a force of at
    least 200 lbs.
  • Handrails shall provide adequate handhold for
    employees grasping them to avoid falling.
  • Temporary handrails shall have a minimum
    clearance of 3 between the handrail and walls,
    stair rails, and other objects.

  • Mid-rails shall be located at a height midway
    between the top edge of the stair rail system and
    the stairway steps.
