Project Objectives
  • Extension, upgradation and integration of
    services
  • Improvement in the quality of services by
    re-engineering the administrative processes
  • To ensure greater transparency, efficiency,
    objectivity, accountability and speed
  • Facilities to the farmers and villagers about
    latest techniques, advice for their problems, new
    technologies etc.
  • Direct participation of the masses in governance

Project Strategy
  • Most citizen centric services of various levels
    (viz. District, Sub-Division, and Tehsil) will be
    available across all tiers of administration
  • PPP model to be implemented at the District/
    Sub-Division level by adopting a competitive
    bidding process
  • Documents to higher level will be scanned and
    sent electronically after standard check-list is
    filled.
  • Touch screen kiosk at each i-CoSC Centre no
    charges for accessing information

    Civil Supplies and Consumer Affairs.

    completed. Now, it will be replicated in all
    District Treasuries/ Sub Treasuries.

    available on web
  • Hardware for backend has been provided

  • Examination Results, Road Transport Time Tables,
    Reservation of HRTC Tickets, Hotel Booking, TCP
    Clearance (Status of Planning Permission), Blood
    Donors List, Library, Government Notifications,
    Tourism related information, Filing Passport
    Applications, Right to Information, Citizen
    charter are available on http//himachal.gov.in
  • Reference Monitoring System (REFNIC) An Award
    Winning Software- Web based query system to track
    file/ reference/ letter movement in H. P.
    Secretariat
  • Software for employment exchanges has been
    developed. Data entry has been completed for
    Shimla REE Central employment Cell. Job portal
    is being developed

  • Information regarding tenders, Tender Forms,
    Downloading of forms related to Tax payments
  • Available on Official website of Himachal Pradesh

  • Data updation is being done by concerned
    department

Current Technology/ Business Model
  • The services are being offered in the Centres
    using tools and resources pooled from various
    sources including State Government
  • Client-Server Architecture is being used
    currently because HIMSWAN has not yet been
    implemented and Data Centre has not been setup
  • Some of the Transaction based Applications are on
    SQL Server VB. However, an attempt is being
    made to gradually migrate toward open source.
  • Some of the services like TCP Clearance, Mandi
    Rates, REFNIC, Blood Donors List, HRTC
    Reservation, Hotel Booking, Telephone/ E-mail
    Directory, Library are web based

Current Technology/ Business Model
  • User charges over and above standard fees are
    being charged
  • Revenue generated goes to District level society
    which will be shared with SITEG to provide State
    level services
  • Data entry related to these services has been
    outsourced

Community Participation
  • Local Media Channels are being used to
    propagate awareness about e-Governance services
  • Community Participation was part of Need
    Assessment survey Inputs were taken from people
    (approx 10,000 people) on various parameters and
    there response was
  • 87.45 were of the view that the ICT can improve
    transparency in administration,
  • 88.61 perceived that there will be improvement
    in efficiency of administration,
  • 80.13 respondents were of the view that quality
    of service will improve further,
  • 87.74 respondents viewed that Government should
    establish Integrated Community Information
    Service Centres at Tehsil level
  • Majority of the respondents have shown their
    willingness to pay nominal fees for the services
    they would avail

Challenges Issues
  • Workflow of i-CoSC can be implemented only after
    establishment of SWAN (RFP has been prepared and
    floated)
  • SWAN will help i-CoSC concept in following way
  • Data Centre will be created
  • All backend Applications will be hosted in the
    Data Centre
  • Creation of an Integrated Web Portal for i-CoSC
  • Training centres are being setup for capacity
    building at Shimla

Challenges Issues
  • Low population in remote areas will result in
    less income and will affect sustainability.
    Therefore, entire district will be given to only
    one Private Company for front-end operations
  • Delay in coordination with some departments like
    Single Window Clearance Software for Industry
    Department (G2B service), Electricity bill
    payment. Matter will be discussed in Apex
    Committee meeting (under NeGP)

  • MoU with Bandwidth Provider (BSNL) has been
    signed
  • RFP for HIMSWAN has been floated (HIMSWAN will be
    operational by March, 2007)
  • Creation of HIMSWAN PoPs in Progress
  • Hardware/ System Software being provided for back
    end computerization in the State down to Tehsil
    level

    all services
  • Delivery of services using HIMSWAN PoPs
  • Creation of State Level Data Centre
  • Delay in implementation of i-CoSC Project to be
    compensated by rolling out the project in 2 other
