This is the current configuration for our
user-based web quotas. There are similar config
file entries for other types of quota.

Per-user download quota I
nterpretation This report lists users in order
of the amount of traffic they have downloaded
from the Internet in the past 14 days. Users
that download a large amount will have their
access slowed, or even denied. Users who are not
explicitly listed in this report have downloaded
less than 1 MB/day and fall into the no delay
category. Totals are recalculated regularly, and
delays are automatically enforced. This report
incorporates data from c.cache, z.cache between
2005/09/01 1700 and 2005/09/15
