2Special Education Millage Proposal The Need
- Increase in number of students eligible for
special education - 9 since 1999 (613 students to 668 students since
1999) - 11 of our students receive special education
services - Increase in disabilities that require more
intensive instruction / services - Early Childhood Special Education
- (9 students to 48 students since 1999)
- Autistic Impaired (10 students to 42 students
since 1999) - OAISD special education costs have risen an
average of 7.5 annually since 1999

or pull-out for reading, math or language

Self-Contained Rooms Preschool ½ day program in
a small classroom environment with Speech, OT and
PT services Elementary / Middle School / High
School Students spend the majority of their day
in a smaller classroom environment with 6 to 15
other students with disabilities similar to
theirs (cognitive impairment, emotional
impairment)

Center-Based Programs Elementary (Autism) /
Middle School (SXI) Students with severe needs
spend the majority of their day in a small
self-contained room that addresses their specific
disability. These programs are Center Programs
and are offered to students who live within our
ISD. Out of District Programs Students with
disabilities too severe for our district programs
attend Center Programs located throughout the
OAISD.

- Special education services are mandated by law
and cannot be reduced - Districts must use general education funds to
make up the difference between special education
revenue and expenses - Per pupil foundation grant does not cover special
education costs - Proposal A limits the ability to raise additional
