2Introduction to Regional Co-operative Agreement
- The Regional Co-operative Agreement (RCA) is an
intergovernmental agreement for East Asia
Pacific region, under the auspices of the IAEA,
in which the Government Parties undertake, in
co-operation with each other and with the IAEA to
promote and co- ordinate co-operative research, - development (RD) and training projects in
nuclear science and technology through their
appropriate national institutions.

Regional Office (RCARO)
- RCA Regional Office (RCARO) has opened on March
2002, at Nuclear Training Center Building at
KAERI, Daejeon, Korea. - The 31st RCA General Conference Meeting in Vienna
in September 2002 adopted the Working Paper on
the Establishment and Operation of the RCA
Regional Office in Korea that stipulated details
of operation and management of RCARO - The Working Paper was amended by the 32nd RCA
General Conference in Vienna in September 2003
that incorporated the adoption of a RCA
Resolution on the Establishment of the RCA
Regional Office.
5Background of the assignment
- To gather the data regarding stakeholders and
end-users on the applications of radiation
technologies in the Member States, there are two
past temporary staff who surveyed on the
Agriculture and Medical applications of radiation
technologies in the RCA Member States and
collected as follows - Ms. Le Thi Phu Van surveyed on the Agriculture
applications of radiation technologies in RCA MSs
and collected 47 end-users from BGL, CPR, IND,
INS, JPN, ROK, MAL, MON, NZE, PAK, SRL, THA and
VIE. - Mr. Kabil Hossain surveyed on the Medical
applications of radiation technologies in RCA MSs
and collected 126 end-users from AUL, BGL, CPR,
IND, INS, JPN, ROK, MAL, MON, MYN, NZE, PAK, PHI,
SIN, SRL, THA and VIE
6Background of the assignment
- I was assigned to assist the RCARO in gathering
the data regarding stakeholders and end-users on
industrial and environmental field of RCA
activities in RCA Member States and input the
data into Database. - Another temp staff, Mr. Bandara, from Srilanka
arrived in September 2008 who is also given an
assignment on data collection and test operation
of the database.
7Approach to contribute to the RCARO Database
- Introduction to the RCARO plan for RCA end-user
DB - The RCARO has developed a strategy for
establishing database on (1) end users of the
RCAs projects and (2) potential target
conferences, in which the RCA can consider
priority in the RCAs participation, based on the
RCARO Work Plan for 2007 and 2008. - The RCARO conducted the survey thereby of the MSs
with assistance from the NRs to identify and
collect data on the end-users and international
or regional conferences, but received only six
responses from the MSs last year.

- Introduction to the RCARO plan for RCA end-user
DB (contd) - The RCARO has set up a plan that outlines both
the scope and contents of a database and the
timeline of relevant actions, in an attempt to
construct such database with the existing and
previously gathered data and new data to be
collected from the MSs. - The data gathered will be uploaded to the RCARO
website, so a database for stakeholders/end-users
and target conferences is expected to be
constructed, in which the search and sorting
functions related to RCA projects will be
integrated. - This database can assist the RCA in developing a
strategy that indicates which groups should be
targeted and what best approach might be, and the
RCA can utilize the database for enhancing its
awareness and promoting partnerships with target
organizations.

- Contribution to the DB by collecting data
- Following my assignment by RCARO, I collected
the data regarding stakeholders and end-users on
Industrial and Environmental field of RCA
projects in RCA MSs by - Searching the data through internet
- Writing to National Project Co-coordinators on
Industrial and Environmental field of RCA
Projects in RCA MSs - Collecting lists of participants who attended in
the RCA Meeting/ Training Course on Industrial
and Environmental field for 2007- 2008 cycle from
my colleagues - I collected 241 data on stakeholders and
208 data on end-users and inputted almost
collected data into Database also. -

- Discussion on data
- Data regarding stakeholders and end-users is
the data which has to show full information on
contact points as follows - Name of the contact
- Name of organization
- Address
- Telephone
- Fax
- Email address
- Website

- Data must satisfy the following requirements
- Full information
- Correct information
- If the above-mentioned data is short of the name
of the - contact, it will become invalid, so the name
of the contact is the most important for the
database. - There are thousands of data regarding
stakeholders - and end-users of RCA activities in RCA MSs
and we need to collect them as many as possible
to enrich RCARO database.

- Collection of Data
- Collection of data on stakeholders and
end-users is primary challenge to develop a
strategy for establishing database. - Definition of RCA stakeholders and end-users
- Stakeholders of RCA are those who are involved in
RCA business such as - National Representatives (NRs) and NR support
staff - Project Lead Country Coordinators (PLCCs),
National Projects Coordinators (NPCs) - International Atomic Energy Agency Technical
Cooperation (IAEA TC), Technical Officers (TOs) - RCARO staff
- RCARO temporary staff.

- Definition of RCA stakeholders and end-users
(contd) - End-users are those who are beneficiaries of the
products or services produced by RCA activities
now or in the future. - Approaches to collect data on RCA stakeholders
and end-users - Searching RCA Website to collect stakeholders
- Searching on website of some RCA Member States
- Collecting the data on NPCs on Industrial and
Environmental field from my colleagues. - Collecting the data from lists of participants in
RCA Meeting/Training Course from my colleagues

- Contact with NPCs
- Most NPCs on environmental and industrial field
of RCA projects in RCA Member States were asked
to provide the data regarding end-users, and 31
NPCs out of 92 replied. - Though an arrangement by Dr. Lee, Mr. J-K Lee in
IAEA provide all data on NPCs of RCA projects in
RCA Member States. - Collection of data from other sources
- Dr. Lee collected a lot of lists of
participants who participated in the IAEA
Meetings/Training Courses from 2000 up to 2008
(from IAEA). And Mr. Bandara will continue to
classify who are current and potential end-users.

- Conceptual design of the DB
- A database is a collection of information that is
organized so that it can easily be accessed,
managed, and updated. - Searching information in the database is easier
and more convenient than searching information on
tables because the data can be easily sorted and
handed. - Issues of data input
- Lacking end-userss name while the name of
end-users is used as search primary key of the
database so end-users name must be unique. - Some data is difficult to know who are end-users
and not end-users. - Some data is difficult to know who are current
end-users and will be potential end-users
17Observation and Remark
- The mandate of the Regional Co-operative
Agreement Regional Office (RCARO) is to increase
the RCA awareness and promoting partnerships for
RCA programme. - In order to carry out this mandate more
successfully, it is needed to learn the status of
current and potential end-users. - The collection of data on end-users of industrial
and environmental applications of radiation
technologies and development of a database to use
them is a significant achievement of the RCARO to
enhance RCA visibility. It will also be
beneficial to RCA project participants for
maintaining close relationships with the
end-users - The data and database is to assist RCA in
developing a strategy for enhancing its awareness
and promoting partnerships with target
organizations by facilitating interactions with
end-users as well as with stakeholders
18Conclusion and Recommendations
- The applications of radiation technologies are
widely utilized in - RCA MSs to meet the basic human needs and to
enhance the - capacity build-up in Thematic Areas, viz.,
Agriculture, Health, - Industry, Environment, Energy/Research,
Reactors/Waste - Management, and Radiation Protection.
- For developing industrial applications, radiation
technologies are used in the field of
radiography, non-destructive testing, nuclear
radiation-related engineering and technology,
control systems, radioactive tracers, analytical
techniques and quality control, borehole logging
and rock characterization, and production of
radioactive pharmaceuticals, including necessary
quality control techniques and procedures for
their safe use.
19Conclusion and Recommendations (contd)
- For environmental applications, radiation
technologies are used for diverse purposes in
various ways. For example, the level of pollutant
in air can be determined using radioactivity. - To promote activities of RCA to wider target
groups and to widen benefits to end-users and
stakeholders, a comprehensive database may be
useful for enhancing communications though RCARO
website. - To gather the data regarding end-users on RCAs
activities in RCA MSs correctly and effectively,
further data collection could be done by
searching other data sources on end-users, such
as international meetings, both IAEA and other
professional societies. To search these data, Mr.
Bandara is to launch his actions in that
direction.
