Procurement Schedule
  • The Government intends to issue a Draft RFP
    coincident with the Constellation EVA SRR (1st
    quarter of CY07)
  • After the Draft RFP is released, a Pre-Proposal
    Conference will be held which will provide
    industry an opportunity to ask questions specific
    to the Draft RFP
  • Following the release of the Draft RFP, Industry
    will have an opportunity to submit anonymous
    questions in writing so that the Government may
    officially respond
  • The Government intends to issue a Final RFP
    coincident with the Constellation Space Suit
    System SRR (2nd quarter of CY07)
  • Contract Award could be as early as December 2007
  • A more detailed procurement schedule will be
    posted to the procurement website as soon as it
    is available
  • Schedule updates will be posted as they become
  • available

Responses to Verbal Questions
  • Verbal questions will be answered during Industry
    Day. Responses to verbal questions will not be
    considered official. The Government expects that
    verbal questions received from Industry will be
    followed up in writing. Questions submitted in
    writing will be answered and posted to the
    procurement website. Answers to written
    questions posted on the website will be official
    responses. If a difference exists between verbal
    and written responses to questions, the written
    responses shall govern.

Topics for Comment
  • We are soliciting Industrys ideas to help
    develop a contract strategy that will promote
    competition and provide right incentives for the
    contractor to meet stated objectives
  • The pre-solicitation synopsis requested comments
    from Industry on the following topics
  • 1) Responders technical capability to design,
    develop, certify, produce, and sustain a space
    suit system to provide the multiple capabilities
    needed to support the Constellation Program.
  • 2) The technical feasibility and challenges in
    meeting the objectives for the space suit system.
  • 3) The recommended approach to developing and
    initially delivering at minimum the LEA and
    zero-gravity EVA and lunar sortie EVA
    capabilities.

  • 4) Comments and recommendations on the strategy
    to maintain system commonality including thoughts
    on elements of the system which might be common
    between the capabilities and comments on a
    strategy for certification of an evolving system.
  • 5) Comments on approach to maturing and infusing
    technologies needed to meet program objectives.
  • 6) Suggestions on the optimal contract structure,
    including fee structure and optimal period of
    performance.
  • 7) Suggestions on how the capabilities resident
    in the Government would be utilized.
  • 8) Suggestions on how to implement the
  • Government owned drawings and processes
  • plan.

  • 9) Suggest a schedule that would provide the
    required suit capabilities to meet the planned
    ISS missions and lunar sortie missions, including
    interim milestone dates (i.e. CDR, certification,
    unit delivery, etc.). Include discussion of the
    feasibility and risk assessment of accelerating
    the schedule to meet the Government goal dates
    (including comments on how early a lunar sortie
    capability meeting the program objective could be
    delivered),
  • 10) Contractor owned physical assets and
    facilities that could be used to meet the
    objectives.
  • 11) Comments regarding geographical location of
    Contractor products and services, and how you
    would interface with the project office and user
    located at JSC Houston, Texas during sustaining
    and processing project timeframe.
  • 12) Comments on general approach, cost savings,
    schedule, and risks associated with delivery of
    ISS based zero-gravity EVA suit system).

One-on-One Communications with Industry
  • To facilitate open communications with industry,
    JSC would like to invite interested parties to
    meet with the Constellation EVA Systems Project
    Manager and the PDT
  • Interested parties or teams of interested parties
    are allowed two meetings (The Government hopes
    Industry will avail itself of the opportunity to
    meet both early and late in the process)
  • No more than four individuals may represent any
    party or team of parties
  • Meetings will not exceed one hour in length
  • Appointment times will be contingent on the
    availability of the Constellation EVA Systems
    Project Manager and the PDT

  • The first set of meetings will be held between
    August 24, 2006 and September 18, 2006
  • The second set of meetings will begin after the
    Draft RFP has been released and will end prior to
    the release of the Final RFP
  • These dates will be announced closer to the
    release of the Draft RFP
  • Formal presentations are not permitted
  • Recording devices are not permitted

Acceptable Topics for Communications with Industry
  • The general purpose of the contemplated
    procurement
  • Any information about the Constellation Program
    that NASA has already made accessible to the
    public or is otherwise being made available to
    all potential offerors
  • Historical information about the general nature
    or scope of prior similar contracts whose
    requirements may be similarly addressed in whole
    or in part under the contemplated procurement

  • Information that describes the federal
    procurement process as defined in the Federal
    Acquisition Regulations (FAR), NASA FAR
    Supplement (NFS) or other published procurement
    policy documents
  • Procurement specific information already
    published such as information contained in the
    acquisition forecast, Statement of Work (SOW),
    and pre-solicitation synopses

  • Proprietary or confidential business information
    of contractor(s) or other business entities
    performing similar ongoing efforts
  • Privacy Act protected information such as
    existing contractor employees personal data
  • Trade Secrets Act protected information
  • Speculation on what the Government might be
    looking for in proposals
  • Different technical and management approaches

  • Any particular Government emphasis
  • Performance of contractors providing similar
    requirements that could become competitors

    Government and Industry held August 24th and 25th
    will be held at the Gilruth Center

  • All other Communications with Industry between
    the Government and Industry will be held in JSCs
    Building 111 Conference Room
  • Directions to Building 111 As you are heading
    South on I-45, turn Left on Bay Area Blvd.
    Proceed approximately 2 miles on Bay Area Blvd
    until you reach Saturn. Turn Right on Saturn.
    Turn Left into JSC at Gate 1. Buildings 110 and
    111 are immediately to the Right of the Guard
    Station. Turn Right into the parking lot at the
    Guard Station. Building 111 is the building at
    the East end of the parking lot.
