CALPADS Solution and Approach
  • Provide LEAs multiple, automated methods to
submit required data to CDE and to assign unique
    student identifiers
  • Provide a common web interface for LEAs, CDE and
their partners to manage the collection of data
  • Provide uniform set of edit checks and validation
processes for all LEAs regardless of
    transmission method
  • Provide useful reports and data back to LEAs,
    including information on new students
  • Provide tools and methods for sharing data with
authorized users (i.e., Test Vendors, FERPA
    requests)

11
CALPADS Solution and Approach (contd)
  • CALPADS Conceptual Model

12
CALPADS Solution and Approach (contd)
  • Solution Components/Workflow
  • Web Portal
  • Intuitive single point of access for the states
K-12 stakeholders, primarily users from LEAs and
    CDE, and test assessment vendors
  • Multiple access levels based on Role
  • Access to SSID Assignment and Maintenance
  • Submission of data for State/Federal reports
  • Web-based, batch and SIF submissions
  • Validation/status of data submitted
  • Provide LEA access to longitudinal information on
their students via on-line web access, reports
    and data extracts

13
CALPADS Solution and Approach (contd)
  • Solution Components/Workflow (contd)
  • Web Portal (contd)
  • Streamline data submission by providing workflow
  • Submit, Validate, Maintain/Updated, Status,
    Certify, Reporting
  • Staging Area
  • Temporary storage for LEA submitted data until it
is corrected, validated, and approved or
    certified for loading into CALPADS
  • CALPADS Database
  • Captures and maintains all individual-level
student and teacher related data submitted by the
    LEAs and Test Vendors

14
CALPADS Solution and Approach (contd)
  • Solution Components/Workflow (contd)
  • FERPA Tracking Database
  • Used to store data requests received from
external sources in accordance with FERPA
    requirements and provide LEA notification
  • Assessment Vendor Student Demographic Database
  • Read-only database for Assessment Vendors that
contains current student demographic data for
test scoring, scaling, and equating purposes,
allowing for reduction of data collected on
    assessments

15
CALPADS Solution and Approach (contd)
  • Proposed data collection and test assessment
activities during Pilot, Stage 1, and Stage 2

Figure 8 - 34 Overview of data collection and
test assessment activities during Pilot, Stage
16
CALPADS Solution and Approach (contd)
  • Example of CALPADS data submissions
  • Student demographic and enrollment data
  • Teacher assignment data
  • Course completion
  • Program Participation Data (e.g. Special
Education, Gifted and Talented Education (GATE))
  • Suspension data
  • Test assessment preparation (i.e., pre-ID
    processing)

17
CALPADS Solution and Approach (contd)
  • LEA Benefits
  • Streamlined data collection and maintenance
    process
  • One point of entry for all CALPADS functions,
    including SSID
  • Ability to update data on an ongoing basis
  • Reduction of current aggregate reporting (e.g.
CBEDS, LCEN, SNOR and amount of data collected on
    assessments)
  • Immediate provision of information on new
students (e.g. whether a student has taken the
    CELDT) and longitudinal information
  • Enhanced ability to view, correct, and report on
student exits (e.g. identification of students
    enrolled in other districts)

18
CALPADS Solution and Approach (contd)
  • LEA Benefits (contd)
  • Potential reduction of future reporting changes
because the state will be able to create reports
    from granular data
  • Provides school district visibility into the
system allowing focus on improving performance
  • Ability to print as well as download reports
  • Ability to filter report data based on
    user-selected filters (e.g. district, school
    site, grade level, demographics, program
    participation)
  • View Summary and Detail reports (e.g. Student
    Demographic, Program Participation, Enrollment
    History, Enrollment Exit History, Assessment
    History)
  • View Assessment test results (e.g. CAHSEE, STAR)

19
CALPADS LEA Advisory Group
  • Overview
  • Voluntary commitment to participate as LEA
    representative to the CALPADS project
  • Anticipate identifying approximately 25 LEAs that
represent the range of district size, type,
location, and type of student information system
    used
  • Group members will participate in all upcoming
Joint Application Development (JAD) and working
    sessions
  • Some funding assistance may be available to help
    offset travel expenses

20
CALPADS LEA Advisory Group
  • Project Deliverable Review Summary
  • Refer to the Anticipated CALPADS Project
    Deliverables handout
  • Group members will need to commit sufficient time
to review and provide a set of consolidated
    comments on project deliverables
  • Each deliverable will have a minimum of two
reviews (one draft and one final)
  • Deliverable reviews must be completed within 6
days after the State receives the deliverable
from the contractor (deliverable submission date)
  • Consolidated comments must be submitted to the
    CALPADS project team
