NASA Joint-Sponsored Space Act Agreement
(SAA) This is a collaborative effort where NASA
may provide resources, including funds, services,
equipment, information, IP, or facilities, on a
shared or pooled basis for the purpose of
advancing mission goals and transferring the
resulting technology to the private
sector. Rights for inventions resulting from the
effort are negotiable at a minimum, however, the
industry partner obtains commercial rights and
NASA retains a limited-purpose license for
government use. Data rights are negotiable
generally, the partners proprietary information
is exempt from release under FOIA. NASA-generated
proprietary data may be protected depending on
circumstances.

One of NASA's primary goals is to share
leading-edge technology with the U.S. industrial
community. The New Technology Reporting process
provides an avenue for innovators to disclose
their inventions, discoveries, and innovations.

commercialization, and innovation in support of

One of the primary avenues for partnering with
NASA is through NASAs Patent Licensing Program.
NASA owns over 1,000 patents and patent
applications that protect inventions in hundreds
of subject matter categories. All of NASA
licenses are individually negotiated with the
prospective licensee, and each license contains
terms concerning transfer (practical
application), license duration, royalties, and
periodic reporting. NASA patent licenses may be
exclusive, partially exclusive, or nonexclusive.

Software Release
When most people think of NASA technology,
software does not always come to mind. However,
software is a strategic asset and a valuable NASA
technology. Software inventions and innovations,
like any other NASA technology, should be
reported and released in order to maximize its
benefit to NASA and the general public. The IPP
Program and the Software Release Authority (SRA)
at each Center work together to ensure the proper
release of software. Each NASA Center has a
process for software release that begins with the
software developer and ends with the Center SRAs
approval or rejection of the request for the

Small Business Innovative Research (SBIR) Small
Business Technology Transfer (STTR)
Through the Small Business Innovation Research
(SBIR) and Small Business Technology Transfer
(STTR) programs, NASA encourages small business
concerns (SBCs) and non-profit research
institutions (RIs) with ties to an SBC to obtain
significant funding for the development of
innovations. Both SBIR and STTR seek innovations
that contribute to NASA missions and also have
potential commercial applications. NASA issues a
request for proposals along various technical
topic and subtopic categories each year.

Independent Research and Development (IRAD)
IRAD provides an opportunity for an individual or
a group to plan and conduct a well-defined
research or technology development project in a
scientific or technical area. The effort should
be innovative and support new ideas or concepts
relevant to NASA and its objectives. The project
should be performed largely in-house, involving
outside groups or contractors only to the extent
necessary. An important IRAD objective is to
cultivate Marshall talent through "hands-on"

Light-emitting diodes used in cancer treatment
technique and also in the treatment of
hard-to-heal wounds, such as diabetic skin
ulcers, serious burns, and severe oral sores
caused by chemotherapy and radiation.

Data Matrix markings are capable of storing as
