Microsoft Enterprise License Agreement (MELA)

• Findings
• MELA price per client continues to provide value
• In different terms, agency could save 775,890
  this biennium for the privilege of paying
  2,672,227 over the next 7 years.
• Recommendation Continue with MELA standard for
  3 years, then revisit the question for next 3
  years once alternative solutions have matured.

Four Significant Trends and Scenarios

• Currently, SAAS, Google and Open Source are
  positioning to compete with our current Microsoft
  standard.
• Within 3 to 6 years, alternative solutions will
  mature with improved cost benefit.
• Bet on the right solutions! Forward thinking
  requires IT to focus on both current and future
  opportunity and compare the cost of switching
  (e.g. applications interfaces, training for
  technical staff users and tracking software
  license compliance)
• Workforce skills may change due to new entrants
  for software solutions.
