  • In 2006 the Government released a White Paper
    describing the mission-based Compact model of
    funding for Universities
  • Each University will set out funding
    requirements and related outcomes for a mix of
  • 1.  Education UG and PG and costs
  • 2. Research and Research Training High Quality
    research and research education
  • 3. Community Outreach and Service 
  • 4.   Innovation Activities Knowledge Transfer,
    Impact of Research, Collaborations

  • Proportions of funding will vary significantly
    among these four components reflecting
    differences in their missions, circumstances and
    capabilities
  • Funding will be provided on a rolling triennial
    basis - per student
  • An overarching compact framework for each
    University would set an agreed distribution
    across the four components, as well as the
    performance expectations and reporting
    requirements for each component

  • Council approval of 30 million loan to construct
    600 new student rooms revenue will repay loan

  • 2007 financial year in line with expectations
    audit now underway
  • CSUs annual surplus for 2007 is inflated to
    about 30m by the accounting requirement to
    include the 18m received from the Commonwealth
    Government for CSUs new dental program
  • Actual result is a 12m surplus which compares to
    16m in 2006 in the desired range of 3 - 5 of
    total revenue
  • Salary bill of 169m, 20m more than previous
    year.
  • That is a challenge to the University as it
    tries to address its staffstudent
    ratio and maintain quality across the board

  • Met student load for 2007 with over-enrolment
    of 572 EFTSL this includes 110 EFTSL of
    enabling load
  • Preliminary figures indicate CSU will meet
    2008 load provided the conversion of acceptances
    to enrolments and the return of current students
    remain at historical levels
  • Actively enrolling students for mid-year to
    maximise chances of meeting load in 2009
  • My thanks to colleagues who worked hard to
    ensure that every eligible student is encouraged
    to take up, or continue, a place at CSU

  • No new places, bid for or requested, for 2008
  • Transfer of 400 Commerce places into 80 Health
    and Education places which resulted in a
    reduction of 320 EFTSL in the total projected
    load target for 2008

  • DEEWR is offering
  • A one-off cohort of 500 Nursing places for start
    mid 2008
  • 1000 continuing Nursing and 500 continuing Early
    Childhood Education places starting 2009
  •  
  • For the nursing places priority will be given to
    programs where
  • At least one-quarter of the places are for
    enrolled nurses seeking to upgrade their
    qualifications
  • For 2009 places, clinical experience occurs in
    rural and regional hospitals
