UK BROADBAND TASK FORCE
  • Launched in November 2002
  • Aim is to secure the maximum economic benefits
    from the 1billion the Government will spend on
    broadband over the next 3 years
  • Focus is on the aggregation of public sector
    demand for broadband connectivity

  • 21 People, 15 DTI and 6 OGC
  • DTIs Regional Broadband Coordinators
  • One year in the first instance
  • Report to Stephen Timms

AGGREGATION OF PUBLIC SECTOR DEMAND
  • Aim of aggregation is to secure best value for
    money and to encourage the service providers to
    maximise their investment in broadband networks,
    particularly backhaul.
  • Belief is that this investment will change the
    economics of supply to the private sector.
  • Particularly aim to assist rural areas and SME

  • Increased Government expenditure on broadband
    planned for education, health, criminal justice
  • In education, every primary school will have 2 Mb
    and every secondary school will have 8Mb by 2006
  • In health, every GPs surgery will have 2Mb

  • Rich tapestry of aggregation schemes already
    underway RBCs, Local Government
  • Task Force is working on identifying best
    practice
  • Also working on guidance for those wishing to
    aggregate

FRAMEWORK CONTRACTS
  • To provide public sector bodies with rapid access
    to broadband connectivity and services
  • Framework contracts with a limited number of
    companies should be available by early May

AGGREGATION OF PUBLIC SECTOR DEMAND
  • Task Force will seek to promote new schemes,
    especially at regional level
  • Will seek inclusion of as many public sector
    bodies as possible
  • Will seek creation of SPVs capable of securing
    satisfactory SLAs
  • Possible model is AWM not-for-profit company

PHASES OF ACTIVITY
  • Now in set up phase
  • In our second quarter from March we will
    enter a more proactive phase and seek the
    creation of new aggregation bodies
  • Need buy in and support from central departments.
