Title: FactRisk based Resource Optimization
1Runway Safety Workshop, Brussels
2002-09-09 -- 10
Fact/Risk based Resource Optimization
Presented by Hans Kjäll Aviation Safety
Authority, Sweden
2Priority of Actions
Macro Analysis Risk Areas
Fact Based Risk Analysis From Audits
Inspections
Risk Based Trend Analysis of Occurrences
System Support Data Bases
Audit Inspection Activities Risk Assessment
Occurrence Analysis Risk Assessment
All Organizations Objects
3 Risk classification System Requirements
-Harmonised system for risk classification of
occurrences within OPS, AIR, ATM and AGA
Example Eurocontrol ESARR 2
-Compatible system for risk classification of
Audit/ Inspection findings
4Occurrence Reporting System Requirements
- ICAO ADREP 2000 taxonomy for Background data,
- Events and Cause Factors
- Extended AGA chapter needs to be added in ADREP
2000 structure for handling of all aerodrome
occurrences including occurrences not
involving an aircraft
5Audit/Inspection System Requirements
- System support based on ICAO ADREP 2000
- taxonomy in order to make large quantities of
information available for analysis.
- Hierarchical structured elements compatible to
occurrence analysis elements in ADREP 2000, but
adapted for structuring of audit/inspection
findings
Example ATA standard structure for Aircraft
systems
6Existing data systems containing ADREP 2000
- ECCAIRS, the EU developed data collection and
data exchange system
- contains full ADREP 2000 taxonomy
- TOKAI, the Eurocontrol developed data collection
system
- contains ADREP 2000 taxonomy for ATM
occurrences and Export capability to ECCAIRS.
(SHIELD software)
7Benefits
- Facilitates the dialogue between Regulator
- and Service Provider
- Results in Optimization of the entire Aviation
Safety Authority Activities Resources
- Gives Input for Thematic Safety Surveys
- from the Optimization Process
- Gives Input for changes to Regulations
- Increases Audit Inspection efficiency
- Gives rapid reaction to single Occurrences for
both Aviation Safety Authority and Service
Provider Actions
8Benefits (continued)
- Facilitates the data exchange between Regulators
- and Service Providers for enhanced safety
information
- Supports the EU Draft Directive on data
collection and exchange
9How to proceed?
ICAO is willing to start AGA taxonomy development
work already autumn 2002
A Working group from GASR and Eurocontrol is
suggested to be formed with the tasks
- Suggest risk classification system(s) for AGA
occurrences and audit/inspection findings
- Extend ADREP 2000 AGA taxonomy in
cooperation with ICAO
- Suggest Audit/Inspection adapted taxonomy
compatible with the occurrence structure
