History Pre 1990s
  • 1987 Introduction of the Health (Needles and
    Syringes) Regulations which permitted Pharmacies
    and GPs to distribute 3ml syringe 10 packs to
    Injecting Drug Users (IDU)
  • 1988 - 1st Needle Exchange opens in Palmerston
    North.
  • 1989- Needle Exchanges open in Auckland (ADIO),
    Wellington (WIDE), Christchurch (CIVDRUG) and
    Dunedin (DIVO).

Wellington Information for Drug Education (1989
-1994)
  • NZPC allowed WIDE to share premises at 282 Cuba
    Street.
  • 1991- NPLWA Union moved in and all 3 shared 1
    office manager
  • Peer based model
  • Funded via Ministry of Health to provide NEP
    services to IDU including safe sex
  • Set up as an Incorporated Society
  • Ottawa Charter
  • Several changes of managers and staff
  • 1992- Clinic for IDU and sex workers opened at
    site
  • Trust Board changed in 1992 to include AD
    manager, Sexual Health manager and Bill Logan

Cuba Clinic
  • 1992 Hepatitis C testing started and was
    identified as a major health issue for IDU
  • Hepatitis B vaccinations offered to IDU
  • All BBV testing
  • Safe injecting technique
  • Wound and vein care
  • Sexual Health all areas
  • Home detox provided through clinic Dr and Nurses

early 1990s
  • Butterflies
  • Larger/smaller volume syringes
  • Different gauge needles i.e. steroid users
  • Tourniquets
  • Needle filters, wheel filters, sterile water

1994 - 1999
  • Manager Robert Kemp (1995-1999) collaborated in
    research into sero-prelavance rates and incidence
    of methadone injecting
  • 1995 started pilot 1-4-1 exchange
  • 1996 Needle Exchange New Zealand formed
  • 1998 Opened NICHE in Nelson and oversaw its
    development into a stand alone NEP.
  • 1999 Rachel Browne employed as book keeper

History 2000 2009
  • 2000 - DHDP Wellington stand alone exchange
  • 2001 Napier and Palmerston North NEP contracts
    picked up by DHDP Wellington
  • 2002 Electronic Dispenser Machine funding
    provided for Wgtn, Napier and PNTH exchanges for
    24 hour access to equipment
  • 2003 - Protocols, Guidelines, Contracts and
    Policies developed and updated. Trust Deed and
    Trust Board updated.
  • 2005 Wanganui branch opens on part time basis
    and EDM is provided for Wanganui.
  • 2008 Wairarapa branch opens with EDM full time
  • Wanganui receives funding to open full time

    all injecting equipment
  • Promote DHDP and NEP to all relevant community
    agencies and organisations
  • Referral of IDU to these community organisations

  • Accurate statistical and financial recording
  • Manager reporting to CEO on a regular basis
