Result 1 Animal Disease Surveillance
  • 1.1 Annual rinderpest surveys for RP eradication
  • 1.2 Surveillance for trade limiting animal
    diseases, based on public-private partnerships
    and community involvement
  • 1.3 Strengthen laboratory detection of trade
    limiting animal diseases and diagnostic linkage
    of Somali laboratories to outside laboratories
  • 1.4 Strengthen reporting of animal disease
    incidents to veterinary authorities, to AU-IBAR,
    neighbouring countries and the OIE.
  • 1.5 Develop early warning strategies for key
    trade limiting animal diseases, with a special
    emphasis on Rinderpest, Rift Valley fever and FMD
  • 1.6 Surveillance and preparedness programmes for
    avian influenza
  • 1.7 Strengthen camel disease investigation
    capacity

  • Result 2 Animal Disease Preparedness
  • 2.1 Undertake community awareness programmes for
    the recognition of and response to key trade
    limiting animal diseases
  • 2.2 Assist the formation of animal disease
    investigation/response teams and facilitate their
    operations.
  • 2.3 Support the preparation of public sector led
    generic animal disease preparedness and specific
    contingency plans for key trade limiting diseases
    with a special emphasis on Rinderpest, Rift
    Valley fever and notifiable avian influenza
  • 2.4 Support the preparation of disease control
    strategies for PPR, CBPP, FMD, brucellosis and
    emerging camel disease

  • Result 3 Livestock and Veterinary Policies
  • 3.1 In collaboration with the ECSALI project,
    support the consultative processes for the
    completion of the development/endorsement of
    veterinary codes in all the project zones
  • 3.2 Support the public acceptance of Veterinary
    codes in all zones, through workshops, posters,
    radio broadcast, websites and publication in
    local media.
  • 3.3 Provide technical and financial support to
    the Veterinary Boards to draw up enabling
    regulations, compile the statutory register(s)
    for veterinarians, para-veterinarians and related
    professionals.
  • 3.4 In collaboration with the ECSALI project
    provide technical and financial support for the
    public sector to contract private animal health
    service providers (either through the Livestock
    Professional Associations or as private
    individuals) to undertake public goods animal
    health activities, especially animal disease
    surveillance, outbreak investigations and
    response.
  • 3.5 In collaboration with the Somali Livestock
    Trade, Marketing and Diversification project,
    undertake socio-economic studies on the role of
    the livestock sector in the Somali community
    livelihoods and national economy and identify
    factors which constrain its development.

  • Result 4 Training of Stakeholders

  • 4.1 Provide training for public and private
    animal health field workers, on the recognition
    and management of key trade-limiting animal
    diseases in Somalia.
  • 4.2 In collaboration with the STVS project,
    organise tailor-made short courses for veterinary
    technical staff.
  • 4.3 Provide management and financial training for
    public sector administrative staff supporting the
    livestock sector.
  • 4.4 Enhance the awareness among pastoralists,
    livestock traders and transporters on the
    recognition and management of trade limiting
    animal diseases.
  • 4.5 Enhance the awareness among the livestock
    sector stakeholders on the HIV/AIDS pandemic, the
    role of gender in livestock development and
    environmental protection.
  • 4.6 Enhance awareness of the Action (its
    objectives and outputs), its implementing
    partners and donors among livestock sector
    stakeholders throughout Somalia.

Role of VSF-Germany
  • VSF-Germany will contract personnel for
    laboratory diagnostic support, for surveillance
    of Sudden Camel Death and for taking forward the
    database of major camel diseases
  • VSF-Germany shall contract the SAHSP II National
    Coordinator with responsibility for knowledge
    transfer and management relating to the technical
    aspects of the project.
