3Purpose
- Assure the workforce that V Corps leaders are
taking all appropriate measures to insure a
predictable, logical, and well-planned transition
for its workforce - To provide V Corps HQ employees with all current
information of on-going transformation actions
impacting both the V Corps and USAREUR HQs
staffs - Set the conditions for the integration of staffs
and ensure all mission essential functions
continue without degradation
4Mission Statement
NLT 16 Jul 09 V Corps, ICW USAREUR, reorganizes
the Headquarters and Corps Troops into the
Seventh Army Operational Command Post, and
certifies as a C/JTF or C/JFLCC capable
Headquarters in order to provide a capability to
deploy and command and control full-spectrum
combined and joint operations.

- V Corps HQ and USAREUR HQ will transform to
become 7th Army Headquarters on 16 July 2009 - Beginning immediately and through 1 Oct 07,
majority of V Corps HQ Staff employees will
integrate with the USAREUR Staff IAW approved
staff section transition plans (approx. 80 of GS
and Local National Workforce) - USAREUR HQ is restructuring the workforce IAW
required procedures and in a manner that avoids
reduction in force to the maximum extent possible - V Corps HQ employees will be part of the USAREUR
HQ competitive area - 7th Army end state managed by USAREUR HQ Staff

8Before Transfer
- Staff principals will perform and/or provide
these services to their employees prior to their
moving to USAREUR - Personnel evaluations staff principals will
ensure all personnel receive their appraisal by
the effective date the employee is due to
transfer to UR. - Awards monetary awards/performance awards not
authorized for this initiative. - Establish new rating chains Info should be
provided to V Corps staff principals from UR
staff. - Establish duty descriptions and performance
standards (NSPS) info should be provided to V
Corps staff principals from UR staff. - Logistical requirements decisions and/or
agreements will be made between V Corps and UR
OPRs regarding transfer/turn in of equipment and
hand receipt information.
9The Way Ahead
- V Corps HQ personnel fall under USAREUR HQs
command and control IAW published order - ICW V Corps HQ Staff, the USAREUR HQ Staff will
determine the physical work location of impacted
personnel - V Corps and USAREUR Staff will continue to
develop, coordinate and communicate on-going and
required actions to keep the workforce informed - USAREUR Staff Principals will make tour extension
decisions and manage fill of vacated civilian
spaces to achieve end state targets - Decisions regarding employees still supporting V
Corps HQ will be made ICW V Corps HQ - Nov 07 USAREUR transitions to the National
Security Personnel System (NSPS)
