Purpose
  • DoDD 1322.18, paragraph 5.9.3, directs the
    development of Baseline Conditions and Standards
    for Training.

The Commander, US Joint Forces Command, in
coordination with the Chairman of the Joint
Chiefs of Staff, shall Annually collect all
Combatant Commanders Joint Mission Essential
Tasks (JMETs). including tasks for allocated and
apportioned forces. Develop a Master JMETL with
baseline conditions and standards validated by
the Chairman of the Joint Chief of Staff
  • Baseline standards should also address Readiness
    (DRRS/ESORTS)

  • Not subject to interpretation like standards

Standards
  • Where only one command has that JMETL/AMETL, its
    standard becomes the baseline
  • Where more than one command has that JMETL/AMETL,
    the Community of Practice agrees upon a standard,
    which becomes the baseline
  • Could be least difficult standard
  • Could be most stringent standard
  • Could be mean standard
  • Which is the best solution?

Issues
  • Least Difficult standard among Community of
    Practice could be construed as minimum standard
  • Negative connotation
  • Highest standard may artificially raise training
    standards
  • Inefficiency (Cost in Time and Dollars)
  • Mean standard wont always suffice.
