  • Shoshone and Bannock tribes inhabited the area
  • 1805 Lewis and Clark travel through state
  • Fur trader and trappers inhabit area
  • 1834 Hudson Bay Company sets up first permanent
    settlement
  • Fort Hall is supply point along Oregon Trail
  • 1860 discovery of gold
  • 1882 Chief Pocatello grants the railroad
    right-of-way through Fort Hall Indian Reservation
    (Greater Pocatello Chamber of Commerce)

  • Employing and evaluating the superintendent
    (Idaho Code Section 33-501)

Inherent flaw in the system
  • State Senate and House set maximum tax rate for
    the School Board
  • School Board does not have authority to
    appropriate funds above Idaho Code allowances
  • Bryan says that for the survival of democracy the
    government must have some complete authority
  • The Board of Trustees does not have complete
    authority over the budget
  • The budget is the most important aspect of
    government
  • The district needs control over it to be effective

    bonus and early retirement benefit (Eike)

    previously promised early retirement benefit

    accounting of budget
  • They ask for 3 pay increase and the early
    retirement benefit
  • Board ends negotiation

Why School Board is Ineffective
  • School Board is held responsible for the
    condition of the district but it cant control
    budget
  • Trustees must petition Idaho legislators to
    increase money allotted to district (Ziegler)
  • District faces decline in state revenue
  • Decline in student enrollment over past 11 years
  • Opening of charter school
  • Cap on state property tax replacement monies
  • Increase in fixed costs (Dutton)
