3China Communications Standards Association (CCSA)
- founded on December 18, 2002.
- With the approval of the MII and Standardization
Administration of China and the Civil Affairs
Ministry, - a non-profit organization
- a voluntary organization consisting of local
enterprises and organizations in China. - carrying out technical standardization on
communications
4 Scope of Activities
- To promulgate the state laws, regulations and
policies on standardization - To carry out research and survey activities on
communications standardization system, making
suggestions of establishing/revising the projects
of communications standards - To promote the implementation of communications
standards through carrying out related
activities, such as promulgation of
communications standards, consultation, service
and training - To organize national and international technical
seminars as well as activities of cooperation and
exchanges to collect and research national and
international communications standards and
related information to support standardization
activities - To undertake work related to standardization
commissioned by the relevant Authorities, its
members and other organizations.

- Scope of the studyTransport network, systems and
equipment, access network, transmission media and
components, transmission of TV and multimedia
digital signal. - Corresponded to ITU-T SG6, 9 and 15
- Currently study on DWDM?ASON and xDSL etc.
9Wireless Communication Technical Committee
- Scope of the studyProtocols and equipments in
the field of mobile communications (including
wireless access networks, mobile core networks,
terminals and services), microwave, satellite,
fixed wireless access, paging and research of
frequency spectrum. - Corresponded to ITU-R and ITU-T SSG
- Currently study on mobile communications
(cdma-2000?TD-SCDMA?WCDMA etc.), wireless access
and wireless LAN etc.

- Scope of the study Multimedia services and
systems, data communications and data
communications networks, remote information
systems, IP service applications, IP network
equipment. - Corresponded to ITU-T SG16 and SG17
- Currently study on IPv6? IP services
Applications and the interworking between IP
network equipments etc.

- Scope of the study Network management and
maintenance. - Corresponded to ITU-T SG4
- Currently study on 3G and network management of
the Access Network.
12 Membership(1)
- The membership of CCSA is only applied to
organizations. - Any organization with qualification of legal
persons approved by the State, such as RD
institute, design institute, manufacturer,
network operator, university and other related
society, as well as joint venture, can
voluntarily apply for the membership. They shall
be approved as the full members or nonvoting
members by the Board of CCSA as long as they
accept the Bylaw of CCSA, undertake a members
obligations and pay membership dues.

- Currently, CCSA has accepted over 140 members
covering network operators such as China Telecom,
China Mobile, China Netcom, China Unicom etc. and
RD institutes, design institutes and university
such as China Academy of Telecommunications
research, Wuhan Research Institute of Posts
Telecommunications, China Information Technology
Designing Consulting Institute, Beijing
University of Posts and Telecommunications etc.
and manufacturers such as Datang Telecom, ZTE,
Huawei Technology, China PUTIAN etc.
14 Membership-- Observers
- Foreign companies and foreign-investment
enterprises can apply for joining in CCSA if they
voluntarily file an application, acknowledge the
Rules of Observers, fulfill observers'
obligations, and pay observers activity fees
according to the Rules. After the approval by
CCSA, the applicants shall become the observers
of CCSA. - Currently, CCSA has accepted over 20 observers
including Siemens, Qualcomm, Motorola,
Ericsson,FUJITSU, HITACHI, ETRI, SAMSUNGCorning
etc.

publication of the national standards as a whole

published by SAC. The industry standards are

22The Status Quo of Standards Research in China-NGN
- NGN is just like a large bag, which is filled by
both the dissatisfaction to the current network
and the expectation of the new network - ITU does not define a distinctive and symbolic
technique for NGN, but hopes that it can combine
all the advantages of the current networks - Currently, we are actively following the
standards research information all over the
world, and putting emphases on the study of the
softswitch, IPV6, ASON, 3G or Beyond 3G etc.
23The Situation of the Study on the Communication
Standards in China-Soft Switching(1)
- The technologies concerning Soft switching will
be the focus of the voice and implementation
multimedia solutions in NGN. The concrete and
cautious attitude should be adopted in the
development and application of the Soft Switching
technology. - Since the later half year of 1999, the Soft
Switching technology has been followed and
studied in China. - MII published a reference document named General
Technical Requirements of Soft Switching
Equipments in 2001. - The position of Soft Switching in the network has
been specified. And It has been clarified in the
aspect of functional requirement, service
requirement, operation, maintenance and network
management, protocol and interface requirement,
charging requirements, performance requirement,
and the requirement on the interworking between
the networks based on the soft Switching
technology and the IP telephone networks based on
H.323 and intelligent networks etc.
24 The Situation of the Study on the
Communication Standards in China- Soft
Switching(2)
- Currently many manufacturers in China have
started to study and develop Soft Switching
system. Among them, ZTE and Huawei Technology has
provided solutions based on the Soft Switching
network, and developed a Soft Switching system
that can provide voice service. - At present, China Telecom, China Netcom, China
Railcom and China Mobile are all carrying out
technique and service tests actively. - The technical issues that still need to discuss
the way of networking, new service exploitation,
network QoS and network security, commercial
model, network management, operation and
maintenance, the terminals providing services
etc.
25 The Situation of the Study on the
Communication Standards in China-
IPv6
- The Standardization work on IPv6 will cover the
following 6 aspects - Basic protocol
- The distribution of the architecture and the
performance requirements of the network - Evaluation standards and test methods of the
network - Network equipments specification and Network
equipments test specification - Mobile IPv6
- Standards on the services and the applications of
IPv6
26 The Situation of the Study on the
Communication Standards in China- Beyond 3G(1)
- To regard Beyond 3G as one of the key fields of
the strategic study, aiming at the development of
the mobile communication industry around 2010,
and to study the general environment technology
for the future wireless communication - To carry out studies on services and market,
frequency and key technologies according to the
schedule of ITU.
27 The Situation of the Study on the
Communication Standards in China- Beyond 3G(2)
- To carry out studies according to the framework
and the schedule of ITU - To follow but not crow about while adopting both
active and reliable attitude and to pay attention
to the negative influences - To follow the technical development of Beyond 3G,
and study the policies applicable to China - To study the open service and commercial model of
Beyond 3G - To study the frequency arrangement and the
applications of Beyond 3G - To study the technologies of Beyond 3G, such as
OFDM etc.

Communication Standards in China- Beyond 3G(3)
- In April and August, 2002, workshops were held
respectively the international and national in
China. During the workshops, the authorities from
ITU-R, ITU-T, WWRF, Japan, Korea, 863 project
in China, and many famous companies in the world
to make speeches and to exchange information with
each other.
29 To strengthen the cooperation on
standards work with International

- CCSA has established friendly cooperation
relationship with international and regional
standardization organizations and forums. CCSA is
one of the organizational partners of 3GPP and
3GPP2, and has taken part in the activities such
as ETSI?GSC?ISC?IETF?TMF etc. - CCSA cooperates tightly with the standardization
organizations such as TTA, TTC, ARIB etc. in
China, Japan and Korea. - The CJK IT Standards Meeting has been hosted
twice in Korea and Japan. The 3rd CJK IT
Standards Meeting which is originally planned to
be held in June and later changed to be held in
November in Beijing because of SARS. The meeting
is now under active preparation.
