  • Mostly civil nature of cases being dealt ( a few
    minor criminal cases) including matrimonial
    disputes, property related matters, Karo Kari
    accusation, exclusion of female from inheritance,
    forced marriages and other marriage related
    disputes, Vagrancy and Child Abuse, business
    transactions, quarrels and minor injuries.
  • LGSOs are nominated as District Focal Persons to
    receive monthly reports/ MA Decisions from the
    Secretaries of the respective UCs and to
    generate monthly reports for further sharing with
    DSJs, DPO, DCO/MAJA, Distt Govt, PPMU.
  • In Addition, LGSO office is facilitating
    implementation of the project activities under
    intimation to DCO (Convener MAJA)

Strengthen MAs enhance visibility

  • Display Boards (length 5ft, width 3.5ft) in
    Sindhi Language for each MA have been provided.
    The nature of disputes falling in MA purview and
    the procedure for application is highlighted on
    the boards.

  • Project Newsletter Musalihat Nama published in
    two languages (English and Sindhi) highlighting
    the updated progress of the project and gender
    related developments and issues.

MAJOR ACHIEVEMENTS DURING THE YEAR 2005/06

  • Musalihat Anjumans capacity built to dispense
    gender justice at the community level
  • As per Project document a consortium of at least
    three NGOs was to be taken up in the MASS. The
    following three NGOs have been included in MASS
  • 1. Aurat Foundation
  • 2. SAFWCO
  • 3. Sindh Development Society
  • MASS notified on 30.12.2005 for capacity
    building initiatives and policy dialogue for
    strengthening MAs.

Capacity of MAs on Gender, legal issues and ADRs
  • Output Two
  • 34 training conducted on gender sensitization
    and legal literacy covering all 102 UCs in both
    districts
  • About 1004 participants including MA members, UCs
    Nazims/Naib Nazims, UCs Secretaries, female
    Councilors and member Insaf Committees get
    trained

Short term orientation Courses for Police LG
functionaries

  • 36 special MA-Police station level Sessions
    conducted at both the pilot districts in order
    to familiarize MA members with police personnel
    for better coordination. A total of 803
    participants attended these sessions.

Periodic Meetings

  • 6 Periodic meetings conducted regularly one in
    each quarter 2006 between members of MAJA, Taluka
    Administration, bar associations, police, civil
    society, media and local government functionaries
    in pilot districts for policy dialogue on
    enhancing the effectiveness of MA to curb gender
    violence

Mobilization of Judiciary, Police and Political
reps to advocate the use of MAs and to
ensure/monitor a just process of ADR
  • Output Three
  • Partnerships between judiciary, police and
    Musalihat Anjuman for accountable, fair and
    equitable dispensation of justice
  • MAJA established notified to be responsible for
    carrying out District based activities on
    awareness raising, monitoring, follow up and
    facilitating MAs in their deliverables.
  • Activities are held as per their Qtr work plan

  • Two Consultations held with Dist bars at both the
    districts.
  • Two Consultation held with District Press clubs
    one at each district.
  • Two consultations held with ulemas by inviting 30
    participants in each to seek their support for
    MAs.
  • Debate competition held at girls high school
    Dadu.
  • 7 Stage and interactive theatres have been
    conducted at the village level to create mass
    awareness about gender issues and MAs as
    redressal forums.
  • Bi-monthly meetings at the district level
    initiated with member of police and bar

Support of Judiciary for strengthening MAs
  • Output Three
  • Meeting held with honourable Chief Justice Sindh
    High Court dated 17.08.06
  • Mr. Justice Khilji Arif Hussain, member Supreme
    Court Sub Committee on ADR nominated as focal
    person for strengthening ADR through Musalihat
    Anjuman
  • Letters issued to respective District Session
    Judges Dadu and Shikarpur to refer cases to MAs
    within its jurisdiction.

Support of Judiciary for strengthening MAs
  • One-Day Judicial Workshop on ADR Through
    Musalihat Anjuman held on 3rd December 2006 at
    Larkana presided by Provincial Minister LGD
  • Chief Justice of Sindh was the Chief Guest
  • Participants from District judiciary of all 5
    project districts plus Larkana Kumber along
    with MA and LG functionaries from Dadu
    Shikarpur attended the workshop.

Proposed Amendments in RoBs as a result of
Judicial Workshop
  • Further refinement in RoBs recommended by the
    high judiciary to make it legally sound
  • Summary of proposed changes forwarded to SHC for
    final comments
  • After SHC scrutiny, the summary will be
    forwarded to provincial government to incorporate
    these changes

Developing Materials regarding legal awareness on
women and citizen rights and advocating the role
of men in curbing gender violence
  • Output Four
  • Community Advocacy for legal rights of Women and
    Mens role in ending violence
  • 8 Taluka level awareness raising Seminars
    conducted for general community, CBOs and member
    of civil society organizationsduring the 1st
    quarter 06.
  • 4 District level workshops conducted for
    stakeholders from GOs/ NGOs as part of advocacy
    and awareness raising component for the MAs
  • 3 meetings with District Criminal Justice
    Coordination Committee held.
  • Legal based and gender rights information/
    training material developed in Sindhi language
    distributed during the trainings. Advocacy and
    Communication Consultant hired by FPMU to assist
    PPMUs in IEC material development
