Online Federal Program Monitoring
  • The process has not changed!
  • The monitoring instrument is now electronically
    completed on FEDMONITOR.
  • 08-09 will be year 4 of the online review system,
    so all LEAs have gone through the process!
  • Usernames and passwords for 2008-2009 districts
    will be emailed to superintendents by the end of
    next December.

  • The review instrument currently used is based on
    USDEs monitoring tool used to monitor SEAs and
    LEAS.
  • This instrument is posted on DFPs web site under
    consolidated review and is also loaded on
    FedMonitor.
  • 2 new documents posted on DFPs web site to
    assist you in understanding the monitoring
    process and Fedmonitor system.

Online Federal Programs Monitoring Process
  • District personnel complete the online instrument
    30 days prior to the monitor site visit
  • Monitor will review the instrument after it has
    been submitted by the District
  • Monitor will conduct site visit and verify the
    information submitted by the District.
    Information reviewed will be from the current
    program year.
  • You should have all Fed Program staff and parents
    available during the review.

  • Monitor will complete the instrument online,
    ensuring all boxes are checked, comments are
    added where appropriate and lock the instrument.
  • LEAs have access to locked documents using the
    same username/password provided by DFP.
  • LEAs and the Division staff receive notification
    via email confirming the document has been
    locked.

  • At the end of the successful visit, a letter will
    go out to the District from Renee Palakovic,
    Division of Federal Programs
  • This letter will provide tangible proof of
    program compliance with statutes, regulation and
    guidance

  • All monitoring reports are reviewed by RCs.
  • If there are citations, LEAs will develop a
    corrective action plan within a specific
    timeframe as directed by your RC.
  • This corrective plan is to be sent to the DFP by
    the given deadline.
  • There will be a follow-up to ensure
    implementation of this corrective action plan is
    taking place.
  • Your RC may conduct a site visit to provide
    technical assistance.
  • You will receive a final letter of compliance
    when all corrective action has taken place.

Frequency of Federal Program Monitoring
  • Current Cycle 2007-2008 it is updated on web
  • Charter Schools now have their own 3 year cycle.
  • One time per three year cycle
  • Between January and the end of May
  • Monitor and District will mutually agree on the
    date. Let monitor know what dates work for your
    LEA.

  • About the monitors
  • They are retired educators
  • Almost all of them are retired federal program
    employees
  • They are trained by the DFP staff on changes and
    new requirements in NCLB .
